Hazardous Waste Tank Assessment May 10,2021
American Tire&Truck Repair Project No.1241
French Camp,CA Page 2
the tank are shown on Drawing 151 D in Attachment A.
• Description of any external and internal pumps {22 CCR §66265.192(k)(2)(d)}
External double diaphragm pneumatic pump, Ingersoll-Rand model CE II 2GD X.
• Sketch or drawing of tank including dimensions 122 CCR §66265.192(k)(2)(e)}
See design drawing 151 D in Attachment A and photographs of tank system(Attachment
B)
• Documented age of the tank system, if available 122 CCR §66265.192(k)(3)1
The tank was manufactured in January 2021.At the time of this report, the tank is 3 months
old.
• Description and evaluation of any leak detection equipment f2 CCR §66265.192(k)(4)
The interstitial space is monitored through a 2" diameter port that accesses the annular
space between the primary and secondary tanks. A dip stick is used daily to monitor the
tank for leaks from the primary tank. Monitoring is performed by site personnel. A log
is maintained to record daily monitoring events. The outside of the secondary tank is also
visually monitored daily.
• Description and evaluation of any corrosion protection, equipment, devices, or material
122 CCR §66265.192(k)(5)1:
The outside of the AST is in good condition and coated with white paint to prevent
oxidation of the steel tank. The paint coating is in good condition. The tank is located
inside a metal shed and is not in direct contact with soil or precipitation. The tank is
adequately protected from corrosion. The primary tank and secondary tanks are
constructed of steel. It is not possible to evaluate corrosion of the primary tank since it is
enclosed within the secondary tank, thus no evaluation could be made with respect to
corrosion of the primary tank.
• Description and evaluation of spill prevention and overfill equipment {22 CCR
§66265.192(k)(6)1
The tank is equipped with a pneumatic overfill detection device(Morrison Bros. Company
model FMMASO-91 S). A pneumatic whistle is engaged if used oil level in the AST
exceeds 80% of maximum capacity. The whistle was tested and found to be in working
order at the time of the inspection. A spill kit with adequate spill response equipment is
in the metal shed.
• Description and evaluation of secondary containment for the tank system and ancillary
equipment meeting 22 CCR §66265.1920) 122 CCR §66265.192(k)(7)1
The steel secondary tank provides at least 110% of the volume of the primary tank.
• Hazardous characteristics of the waste(s) that have or will be handled 122 CCR
§66265.192(k)(8)1
Used motor oil is classified as non-RCRA, California-regulated hazardous waste. The
used oil is generated during routine maintenance of trucks. The Unified Fire Code classifies
used oil as a Class IIIB combustible liquid. Site personnel maintain caution that only used
oil is pumped to the AST. Therefore, it is unlikely that used oil in the AST would exceed
ignitable characteristics of a hazardous waste. In addition, the used oil hauler routinely
