SAN JOAQUIN <br />CCUNT <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />ASSOCIATED TRACTOR SVC INC <br />1323 W CHARTER WAY, STOCKTON <br />April 14, 2021 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />505 <br />CCR 66262.34(f) Failed to completely label stationary hazardous waste tanks. <br />OBSERVATION: The hazardous waste tank storing used oil had a hazardous waste label with an illegible <br />accumulation start date. <br />REGULATION GUIDANCE: All hazardous waste tanks shall be marked with the words "Hazardous Waste" and the <br />accumulation start date. <br />CORRECTIVE ACTION: Label the hazardous waste tank with the words "Hazardous Waste" and the accumulation <br />start date. Provide a corrective action statement and supporting documentation to the San Joaquin County <br />Environmental Health Department (EHD) within 30 days. <br />This is a repeat violation, Class ll. <br />601 <br />CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days (90 days acute / extremely). <br />OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br />greater than 180 days or no accumulation start date: <br />In the hazardous waste storage area: <br />-One blue 55 gallon steel drum (full) containing oily absorbent had a 9/2/2020 accumulation start date. <br />-Two blue 55 gallon steel drums (both full) containing oily absorbent had 6/22/2020 accumulation start dates. <br />-One blue 55 gallon steel drum (full) containing oily absorbent had an 8/13/2020 accumulation start date. <br />-One black 55 gallon steel drum (1/2 full) containing paper and metal oil filters had a 1/13/2020 accumulation start <br />date. <br />Near the center of the yard: <br />-One 275 gallon box (full) containing oily absorbent was missing an accumulation start date. <br />Near the front entrance to the facility: <br />-One blue 55 gallon steel drum containing oily dirt (full) had a 10/1/2020 accumulation start date. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br />CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br />compliance with Title 22 California Code of Regulations.
