SAN JOAQUIN <br />CCUNT <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />ASSOCIATED TRACTOR SVC INC <br />1323 W CHARTER WAY, STOCKTON <br />April 14, 2021 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />605 <br />CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br />OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. <br />In the hazardous waste storage area: <br />-One blue 55 gallon steel drum (full) containing oily absorbent had a hazardous waste label with the incorrect <br />generator address. <br />-One black 55 gallon steel drum (1/2 full) containing paper and metal oil filters had a hazardous waste label missing <br />the hazardous property. <br />Near the center of the yard: <br />-One 275 gallon box (full) containing oily absorbent was missing a hazardous waste label. <br />REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br />words "Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br />(contents), accumulation start date <br />CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br />action statement and supporting documentation to the San Joaquin County Environmental Health Department <br />(EHD) within 30 days. <br />This is a repeat violation, Class II. <br />Overall Inspection Comments: <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by May 14, 2021. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. The report was email to Larry Borelli at <Iborelli01 @gmail.com>. Starting September 1, <br />2018, all in -office CERS help will be provided at EHD hourly rate ($152).
