The following is an itemized list of hazardous waste violations that have not been <br /> addressed for QUEST INDUSTRIES LLC as of January 11, 2021. <br /> Open violations from November 04, 2020 inspection <br /> Violation#304-Failed to maintain adequate aisle space for unobstructed response to emergencies. <br /> OBSERVATION: The boneyard in the south area had a gate entrance that was broken. In addition, half of the <br /> boneyard was unreachable due to drums and other equipment blocking the path. Several drums labeled <br /> "hazardous waste"could not be inspected as a result of the path being blocked. <br /> REGULATION GUIDANCE:The owner or operator shall maintain aisle space to allow the unobstructed movement <br /> of personnel,fire protection equipment,spill control equipment, and decontamination equipment to any area of <br /> facility operation in an emergency, unless it can be demonstrated to the Department that aisle space is not needed <br /> for any of these purposes. <br /> CORRECTIVE ACTION: Immediately maintain aisle space to allow the unobstructed movement of personnel, fire <br /> protection,spill control equipment, and decontamination equipment to any area of facility operation in an <br /> emergency. Provide a corrective action statement to the San Joaquin County Environmental Health Department <br /> within 30 days. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#403-Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> One open, partially-full 55-gallon drum of solid dark treated paint waste was observed outside, east of the <br /> compressor room. This hazardous paint waste was sampled by the EHD, labeled SAMPLE 7, and found to contain <br /> 51,000 mg/kg zinc. <br /> In the compressor room, one open,white 5 gallon bucket contained treated paint waste. This hazardous paint white <br />€ solid waste was sampled by the EHD, labeled SAMPLE 6, and found to contain 120,000 mg/kg zinc. <br /> i <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste.
