Thank you for updating me on the current progress of Quest. My department does not grant extensions for notices of <br /> violation. The facility is out of compliance until we get a satisfactory resolution to all violations. Please send in <br /> documentation resolving the violations as soon as possible. <br /> Also,violation 202's corrective action states: Immediately cease disposal of hazardous waste into the trash and onto the <br /> soil. Contact the lead oversight and regulatory agency regarding cleanup of the brown and grey stained areas. Provide a <br /> corrective action statement to the San Joaquin County Environmental Health Department within 30 days. <br /> The lead agencies with jurisdiction over cleanup of the contaminated soil are the DTSC and the state water <br /> board. Quest is committed to compliance with environmental laws and regulations, including waste <br /> management and disposal operations. <br /> Subsequent to the County inspection, Quest has made several operational changes and clarified existing procedures at <br /> the Facility and hired outside experts to advise and assist Quest. Raw materials and wastes associated with painting <br /> operations have been moved inside the Facility. Liquid and solid process wastes such as wash water and used filter <br /> media are accumulated separately inside the Facility to be characterized for recycling or disposal,then removed by <br /> Clean Harbors, a licensed waste and hazardous waste transporter.The wash water generated from process tooling <br /> changes is no longer accumulated in 5-gallon buckets in the compressor room. Wash water is consolidated inside the <br /> Facility into plastic storage totes provided by Clean Harbors. Operation of the wastewater evaporator unit has been <br /> suspended pending further evaluation of this process. Outdoor cleanout of equipment is against company policy and <br /> employees have been notified of this policy. As an additional precaution, outdoor water faucets have been locked out of <br /> service. <br /> 3 <br />
