Quest retained Condor Earth (Condor), an environmental consultant, and Stoel Rives, an environmental law firm, to
assist us in our commitment to compliant operations.
• Condor recently advised Quest on storm water management practices. Quest subsequently demonstrated
compliance with the City of Stockton's and Central Valley Regional Water Quality Control Board's storm water
requirements.
• Condor and Stoel Rives will assist with the preparation of the Corrective Action Statement that you have
requested.
• Condor and Stoel Rives are evaluating Facility waste management practices and will provide guidance. In the
meantime, waste streams associated with Quest's painting operations, including used filter media, will be
characterized and properly disposed of or recycled.
• Condor's assistance will include preparation of a work plan for the investigation and cleanup of the contaminated
soil at the Facility. Quest will keep the County apprised of the cleanup progress. Upon completion of the soil
removal, disposal, and confirmation sampling, a report will be provided with evidence that clean up goals have
been achieved. This work will be directed and overseen by a California licensed engineer or geologist. If the
County desires Quest to enter into a voluntary cleanup agreement with the County, Quest would do so.
Quest is committed to hazardous waste compliance and will revise and implement programs to support future
compliance with environmental laws and regulations. We will notify you of intended and revised waste management
procedures. Quest requests County approval of a 30-day extension to complete and submit the Corrective Action
Statement.
Respectfully,
Joel McDonald
Quest 1 2518 Boeing Way,Stockton,CA 95206
Phone: 209.234.0202 1 Direct Line: 209.689.0224 1 Mobile: 209.225.1983
0 Email:jmcdonald@byguest.com
QUEST Web: byguest.com
The Unst 'n- at
_ G+J E
k
4.. ..
