In
the meantime, waste streams associated with Quest's painting operations will be disposed of as non-RCRA
hazardous waste by Clean Harbors using uniform hazardous waste manifests.
Quest has discontinued practice of all activities that could result in depositing waste material to the ground
surface. Wet floor mops/water buckets will be replaced with a dry mop/sweeping method. Outdoor water
sources have been locked to prevent unauthorized use (photos attached). Staff has been retrained on the
Facility procedures including review of acceptable and prohibited waste management activities.
Condor's assistance will include preparation of a work plan for the investigation and cleanup of the
contaminated soil at the Facility. Quest will keep the County apprised of the cleanup progress. Upon
completion of the soil removal, disposal, and confirmation sampling, a report will be provided with
evidence that clean up goals have been achieved. This work will be directed and overseen by a California
licensed engineer or geologist. If the County desires Quest to enter into a voluntary cleanup agreement
with the County, Quest would do so.
Violation 203-Transported or caused transportation of hazardous waste to an unauthorized point
0 Corrected
❑ Violation Corrected by:
❑ Supporting Documents Included
Corrective Action: Used paint booth filter media is bagged and accumulated in dedicated hazardous waste
containers while Quest awaits waste characterization information.
