QUEST INDUSTRIES LLC,2518 E BOEING WAY, CERS ID: 10184627, PR0538472 <br /> Corrective Action Statements <br /> RE: November 04,2020 Hazardous Waste inspection report <br /> Violation 202 -Disposed or caused disposal of HW at an unauthorized point <br /> 0 Corrected (County Observation 1) <br /> 0 Violation Corrected by: 7/1/2021 (County Observations 2 and 3) <br /> 0 Supporting Documents Included(photos) <br /> Corrective Action: Quest retained Condor Earth (Condor), an environmental consultant, and Stoel Rives, <br /> an environmental law firm,to assist us in our commitment to compliant operations. <br /> Condor and Stoel Rives are evaluating Facility waste management practices and will provide guidance. In <br /> the meantime,waste streams associated with Quest's painting operations will be disposed of as non-RCRA <br /> hazardous waste by Clean Harbors using uniform hazardous waste manifests. <br /> Quest has discontinued practice of all activities that could result in depositing waste material to the ground <br /> surface. Wet floor mops/water buckets will be replaced with a dry mop/sweeping method. Outdoor water <br /> sources have been locked to prevent unauthorized use (photos attached). Staff has been retrained on the <br /> Facility procedures including review of acceptable and prohibited waste management activities. <br /> Condor's assistance will include preparation of a work plan for the investigation and cleanup of the <br /> contaminated soil at the Facility. Quest will keep the County apprised of the cleanup progress. Upon <br /> completion of the soil removal, disposal, and confirmation sampling, a report will be provided with <br /> evidence that clean up goals have been achieved. This work will be directed and overseen by a California <br /> licensed engineer or geologist. If the County desires Quest to enter into a voluntary cleanup agreement <br /> with the County, Quest would do so. <br /> Violation 203-Transported or caused transportation of hazardous waste to an unauthorized point <br /> 0 Corrected <br /> ❑ Violation Corrected by: <br /> ❑ Supporting Documents Included <br /> Corrective Action: Used paint booth filter media is bagged and accumulated in dedicated hazardous waste <br /> containers while Quest awaits waste characterization information. The material will be characterized,then <br /> managed and disposed of in a manner consistent with regulatory requirements that apply to the waste,based <br /> upon the waste determination. Supporting documentation for the waste determination will be maintained <br /> onsite. In the interim,this waste will be disposed of by Clean Harbors, a licensed and registered hazardous <br /> waste hauler as non-RCRA hazardous waste based upon current generator knowledge. <br />
