The following is an itemized list of hazardous waste violations that have not been <br /> addressed for QUEST INDUSTRIES LLC as of January 11, 2021. <br /> Open violations from November 04, 2020 inspection <br /> Violation#202-Disposed or caused disposal of HW at an unauthorized point. <br /> OBSERVATION 1: Used paint filters are disposed of in a trash dumpster(20 cubic yard size)at the northeast corner <br /> of the facility. The trash dumpster is hauled offsite by Republic Services, not using a hazardous waste manifest. <br /> According to Nasrat Fazli, quality manager, and Joel McDonald, plant manager,excess dried paint is scrapped off <br /> of filters to be reused in the process. After the paint is scrapped off,the used filter material is thrown away. <br /> A sample of white paint powder was taken from a filter in the dumpster on 11/4/2020 by the San Joaquin County <br /> Environmental Health Department(EHD). The sample was labeled as SAMPLE 1, and was tested for the Total <br /> Threshold Limit Concentration(TTLC)of inorganic toxic substances. The sample exceeded the non-RCRA <br /> hazardous waste threshold as follows: <br /> SAMPLE 1: TTLC:Zinc,73,000 mg/kg <br /> OBSERVATION 2: Soil that had brown staining was observed on the east end of the property near the fabrication <br /> room. Neither Nasrat Fazli, quality manager, nor Joel McDonald, plant manager could provide any information <br /> about the staining. <br /> A sample of the brown-stained soil was taken on 11/4/2020 by the EHD. The sample was labeled as SAMPLE 3, <br /> and was tested for the TTLC. The sample exceeded the non-RCRA hazardous waste threshold as follows: <br /> SAMPLE 3: TTLC: Chromium, 37,000 mg/kg,Vanadium, 8,600 mg/kg, Nickel, 30,000 mg/kg <br /> OBSERVATION 3: Soil that had grey staining was observed on the east end of the property under a water faucet <br /> near the fabrication room. According to Nasrat Fazli, quality manager, mop waste from the shop floor is dumped <br /> onto the soil for disposal <br /> A sample of the grey-stained soil was taken on 11/4/2020 by the EHD. The sample was labeled as SAMPLE 4, and <br /> E was tested for the TTLC.The sample exceeded the non-RCRA hazardous waste threshold as follows: <br /> SAMPLE 4: TTLC:Zinc,40,000 mg/kg <br /> REGULATION GUIDANCE: The disposal of any hazardous waste, or the causing thereof, is prohibited when the <br /> disposal is at a facility which does not have a permit from the department issued pursuant to this chapter, or at any <br /> point which is not authorized according to this chapter. Hazardous wastes shall be disposed of only by <br /> transportation to a permitted hazardous waste treatment, storage,and disposal facility(TSDF)or other authorized <br /> point. <br /> CORRECTIVE ACTION: Immediately cease disposal of hazardous waste into the trash and onto the soil. Contact <br /> the lead oversight and regulatory agency regarding cleanup of the brown and grey stained areas.
