The following is an itemized list of hazardous waste violations that have not been <br /> addressed for QUEST INDUSTRIES LLC as of January 11, 2021. <br /> Open violations from November 04, 2020 inspection <br /> Violation#201 -Transported or transferred hazardous waste to a transporter without valid registration. <br /> OBSERVATION: Used paint filters are disposed of in a trash dumpster(20 cubic yard size)at the northeast corner <br /> of the facility. The trash dumpster is being hauled offsite by Republic Services on a routine basis without using a <br /> uniform hazardous waste manifest. <br /> A sample of white paint powder was taken from a filter in the dumpster on 11/4/2020 by the San Joaquin County <br /> Environmental Health Department(EHD). The sample was labeled as SAMPLE 1,and was tested for the Total <br /> Threshold Limit Concentration(TTLC)of inorganic toxic substances. The sample exceeded the non-RCRA <br /> hazardous waste threshold as follows: <br /> SAMPLE 1: TTLC:Zinc,73,000 mg/kg <br /> A hazardous waste transporter license could not be found for Republic Services on the California Department of <br /> Toxic Substances Control registered hazardous waste transporter database. <br /> VIOLATION GUIDANCE: <br /> Except as otherwise provided, it is unlawful for any person to carry on, or engage in,the transportation of hazardous <br /> wastes unless the person holds a valid registration issued by the department, and it is unlawful for any person to <br /> transfer custody of a hazardous waste to a transporter who does not hold a valid registration issued by the <br /> department.A person who holds a valid registration issued by the department pursuant to this section is a <br /> registered hazardous waste transporter for purposes of this chapter.Any registration issued by the department to a <br /> transporter of hazardous waste is not transferable from the person to whom it was issued to any other person. <br /> Any person who transports hazardous waste in a vehicle shall have a valid registration issued by the department in <br /> his or her possession while transporting the hazardous waste.The registration certificate shall be shown upon <br /> demand to any representative of the department,officer of the Department of the California Highway Patrol, any <br /> local health officer, or any public officer designated by the department. <br /> CORRECTIVE ACTION: Immediately cease allowing transportation of hazardous waste by a transporter without <br /> valid hazardous waste registration.
