S A N J 0 A Q I I I Irl Environmental Health Department <br /> C C u N T AMENDED <br /> 8/3/2021 <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> METAL FINISHING SOLUTIONS-STOCKTON 1 1325 EL PINAL DR, STOCKTON July 20, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66265.173 Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION: The following open hazardous waste storage containers were observed on-site: <br /> -A 55-gallon blue poly hazardous waste drum storing what appeared to be liquid and city water treatment resin <br /> (beads), as described by Chad Yelm, Production Manager, did not have its lid property closed.the drum was <br /> labeled as"Rinse Water Filters"and "Non-RCRA Hazardous Waste, Solid (Aluminum),"and was located near the <br /> south-east corner of the west warehouse. <br /> -A 55-gallon blue poly hazardous waste drum storing and labeled as hazardous waste, "Cleaning Compound <br /> Sludge,"and "RQ, UN3266,Waste Corrosive Liquid, Basic, Inorganic, NO.S., 8, PG-III (Sodium Disillicate, Sodium <br /> Hyrdoxide)"did not have its lid properly closed. The drum was located near the south-east corner of the west <br /> warehouse. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class ll. <br /> 406 CCR 66261.7 Empty hazardous waste or material container greater than 5 gallons not managed per this section. <br /> OBSERVATION: <br /> 1.At least 14 empty 55-gallon drums that previously held either hydrochloric acid, sodium hydroxide, or sulfuric acid <br /> were observed not labeled with the date they were emptied in the south-east corner of the west warehouse. <br /> 2. The name, street address, mailing address and telephone number of the owner or operator of the facility where <br /> Metal Finishing Solutions'empty 55-gallon drums were shipped to, prior to the drums being picked up by Abco <br /> Products Co., is missing. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage within <br /> one year of that date.Also provide the name, street address, mailing address and telephone number of the owner or <br /> operator of the facility where Metal Finishing Solutions'empty 55-gallon drums were shipped to, prior to the drums <br /> being picked up by Abco Products Co. Manage the containers per Title 22 CCR section 66261.7.
