Floor degradation of the concrete treatment system secondary <br /> containment, containing the two waste corrosive tanks and the two neutralization tanks,was observed. Note:this <br /> violation was noted during the 8/31/2020 inspection and the facility responded to the violation stating that a <br /> Professional Engineer and contractor were contracted to apply adequate corrosive resistant coating by 12/30/2020. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66265.193 Containment and <br /> Detection of Releases <br /> CORRECTIVE ACTION: Immediately correct any deficiencies of the secondary containment by installing a corrosive <br /> resistant coating on the floor and walls of the hazardous waste treatment area secondary containment.This coating <br /> is mentioned in the hazardous waste tank assessment document but does not appear to be currently installed. <br /> Consult with you hazardous waste tank assessment Professional Engineer to determine the correct course of <br /> action. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> 509 CCR 66265.196 Failed to immediately respond to spills and leaks from hazardous waste tank system. <br /> OBSERVATION:A hazardous waste tank system at this facility is unfit for use or has leaked or caused a spill of <br /> hazardous waste.The pump located between the two waste neutralization tanks appeared to have leaked. Liquid <br /> was observed below the pump. On 8/31/2020 SJC EHD noted this violation and determined that the liquid had a pH <br /> of 14. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66265.196 Response to Leaks or Spills <br /> and Disposition of Leaking or Unfit-for-Use Tank Systems <br /> CORRECTIVE ACTION: Immediately fix the leaking pump.
