S A N J 0 A Q I I I Irl Environmental Health Department <br /> C C u N T AMENDED <br /> 8/3/2021 <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> METAL FINISHING SOLUTIONS-STOCKTON 1 1325 EL PINAL DR, STOCKTON JUly 20, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 90 days or no accumulation start date: <br /> -Two 250-gallon totes and three 55-gallon drums storing and labeled as "Cleaning Compound Sludge,"and "RQ, <br /> UN3266, Waste Corrosive Liquid, Basic, Inorganic, NO.S., 8, PG-III (Sodium Disillicate, Sodium Hyrdoxide)"each <br /> had an accumulation start date of 2/10/21. <br /> -A 55-gallon blue poly drum labeled as"Rinse Water Filters"and "Non-RCRA Hazardous Waste, Solid <br /> (Aluminum)," but storing what appeared to be liquid and city water treatment resin (beads), had an accumulation <br /> start date of 2/10/21. <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month, the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -A 55-gallon blue poly drum labeled as"Rinse Water Filters"and "Non-RCRA Hazardous Waste, Solid <br /> (Aluminum)," but storing what appeared to be liquid and city water treatment resin (beads),was missing the <br /> hazardous properties. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
