The monthly reports shall indicate the time, date and place, of sampling, persons <br />responsible for collection and handling of the sample including all chain of custody reports, <br />methods of analysis, date of analysis, sample analysis results including quality control <br />results for the analysis and shall certify that such sampling and analysis is representative <br />of the expected pollutants discharged to the sewer. Should the permittee monitor for any <br />pollutants more frequently than required by this permit, including, but not limited to, routine <br />monitoring, process wastewater, biosolids, waste streams, waste solids, hazardous waste, <br />spills, site remediation work, stormwater, internal treatment system audits, or treatment <br />operational testing, the results from those monitoring events shall also be included with <br />the self-monitoring report. <br />21. f=inal effluent discharge flow data shall be recorded daily. Self-monitoring reports shall <br />include total daily flow and total monthly flow, in gallons, discharged to the sewer, unless <br />otherwise specified in this permit. Complete summary tabulations of loading and <br />concentrations of all required parameters shall be included in the self-monitoring report. A <br />zero -discharge certification statement shall be submitted with each self-monitoring report <br />when there has been no discharge for the reporting period. <br />22. final effluent discharge pH data shall be reported by exception on a monthly basis, unless <br />- otherwise specified in this permit. By exception shall mean reporting the minutes per day <br />and value thereof for any pH reading that is out of compliance. All instances of <br />noncompliance for pH must be accounted for and reported in the self-monitoring report. A <br />copy of the corresponding pH recording chart for each pH violation shall be submitted with <br />the self-monitoring report. <br />23. Permittee information and data obtained from inspections, reports, questionnaires, permit <br />applications, permits and monitoring programs shall be available to the public without <br />restrictions unless the permittee specifically requests and can demonstrate to the City that <br />release of such information would divulge information, processes or methods of production <br />entitled to protection as trade secrets of the permittee. <br />24. Permittee shall abide by all applicable provisions of the Stockton Municipal Code, or any <br />applicable local, state or federal code or regulations, and shall not discharge any waste <br />containing pollutant concentrations in excess of Local Limits SMC 13.08.250. Any <br />continuing violation of any provision of said codes or regulations will be subject to <br />escalating enforcement actions, including fines, and may be just cause for revocation of <br />this permit. <br />25. Misrepresentation or failure to disclose all relevant facts in any required reports shall be <br />considered a violation of this permit and will be subject to maximum enforcement actions <br />allowed by the Stockton Municipal Code. <br />
