MARK C. BLAND, D.V.M., and M.S.
Diplomate, Am. Col. of Poultry Veterinarians
3562 Jomar Drive
Napa, Ca 94558
(209) 604 —0381
Fax: (707 257 — 2033
Email: markbland CaD-comcast. net
March 23, 2008
Mr. Robert McClellon
Environmental Health Department
San Joaquin County
600 E. Main Street
Stockton, CA 95202 - 3029
By now you have been made aware of the situation regarding the compost project at
SKS, Honen 9 facility. Unfortunately, we pre-empted the protocol in progress for the
composting project with San Joaquin County and your office. I feel that it is very
important for you to know that there was no deception or malice on SKS 's part to
deceive you or your office in this matter. The issue at hand was due to a series of
miscommunications beginning with myself. If there were anyone to blame it most likely
would have to be me.
Please let me explain. I was asked unexpectantly to go to Idaho to provide a service to
a poultry hatchery having issues with a bacterial contamination problem. I left Saturday
night and did not return until after midnight Tuesday morning. My cell phone ceased to
operated upon arrival in Idaho. I sent an email to SKS stating that I did not have phone
service and that we were going to have to rely on email for all future communications.
On Monday afternoon my computer's screen failed to operate and I was unable to use
my wireless system for contacting SKS. By the time I was able to communicate with
SKS late Tuesday morning, the composting process was nearly completed.
The reason for the false start was that the ranch manager upon not hearing from his
immediate supervisor or myself thought that it was OK to proceed with the project.
The "push out" for the flock in question at SKS was Monday & Tuesday. All but 28,000
birds were moved to another location for recycling (Molting). The remaining 28,000
birds were to be held and if the project was approved, to be humanely euthanized and
composted Tuesday morning.
0
