KRC is a few hundred feet north of and about half a mile from the composting facility. <br /> The ranch homes located south of the site are also receptors of odors produced at the site. <br /> The closest home is approximately half a mile southeast of the composting facility. The <br /> winds do blow in that direction. The next closest home would be approximately 1 mile <br /> plus south of the facility. The remainder of the land around the site is in annual <br /> rangeland with no houses. Since the winds do blow in the southeast direction, the off-site <br /> residences to the southeast would be the most susceptible to any odors produced on-site. <br /> Method for Assessing the Odor Impacts <br /> S.K.S will adopt a preemptive odor management plan by monitoring odors at the site at <br /> least two times a day, seven days a week. S.K.S. facility managers, office personnel, and <br /> the on-site USDA Inspector will evaluate the site daily for any potential release of <br /> objectionable odors. This will be done in the morning as employees arrive at the poultry <br /> facility. Odors will also be monitored in the early afternoon when the Delta breezes pick <br /> up and odors could shift or move. Through quarterly staff meetings it will be conveyed to <br /> every employee that they will all be responsible for reporting any odors to upper <br /> management. The findings will be communicated to the main office on-site and they will <br /> be documented and addressed in a timely manner. <br /> If any questionable or objectionable on-site odors are detected by S.K.S. personnel, the <br /> following protocol will be implemented: <br /> • An investigation will be conducted to determine the likely source of the odor. <br /> • Once the source of the odor is detected it will be determined what can be done to <br /> reduce and/or eliminate the odor or causal agent. <br /> • S.K.S. investigators will determine in which direction and how far the odor has <br /> traveled by noting the current wind pattern and surveying the site perimeter as <br /> well as off-site areas if possible. <br /> • If it is determined that the odor impacts have occurred,they will be addressed <br /> promptly. <br /> • Every odor causing event will be documented for operational review. <br /> 7 <br />
