4. Introduction <br /> This Spill Prevention, Control, and Countermeasure (SPCC) plan for the Northern California Youth <br /> Correctional Center (NCYCC) has been prepared in accordance with the Environmental Protection <br /> Agency (U.S. EPA) regulations on petroleum pollution prevention, 40 Code of Federal Regulations <br /> (CFR), Part 112 (40 CFR 112). The purpose of the SPCC Plan is to establish procedures, methods, and <br /> equipment necessary to prevent discharge of harmful quantities of oil into the navigable waters of the <br /> United States. <br /> The regulation at 40 CFR Part 112 requires facilities to prepare an SPCC Plan if they have a total <br /> aboveground petroleum storage capacity of greater than 1,320 gallons (including containers of 55 <br /> gallons or greater), or have underground petroleum storage capacity greater than 42,000 gallons, and <br /> have the potential to discharge harmful quantities of oil to navigable waters of the United States. <br /> NCYCC has no undergrounds oil storage tanks/containers. For aboveground containers of <br /> petroleum/oil with a capacity of 55 gallons or greater, the combined volume of aboveground storage <br /> capacity at NCYCC is approximately 17,000 gallons. <br /> As defined in 40 CFR Part 112, "Oil" means oil of any kind or in any form including, but not limited to: <br /> fats, oils, or greases of animal, fish or marine mammal origin; vegetable oils, including oils from seeds, <br /> nuts, fruits, or kernels; and other oils and greases, including petroleum, fuel oil, sludge, synthetic oils, <br /> mineral oils, oil refuse, or oil mixed with wastes other than dredged spoils. Oil storage at NCYCC <br /> consists of fuel (diesel and gasoline) and vehicle maintenance fluid (e.g., motor oil, automatic <br /> transmission fluid) <br /> This SPCC Plan and any amendments are effective upon certification by a Professional Engineer and <br /> signed approval by NCYCC Administration. <br /> 4.1 Amendment of Spill Prevention, Control, and Countermeasure Plan <br /> NCYCC shall amend the SPCC Plan in accordance with 40 CFR 112.5 whenever there is a change in <br /> facility design, construction, operation, or maintenance that materially affects the facility's potential <br /> for the discharge of oil into or upon the navigable waters of the United States or adjoining shore lines. <br /> NCYCC shall complete a review and evaluation of the SPCC Plan at least every five years from the date <br /> of this Plan to ensure all the requirements within this Plan are achieved. As a result of this review and <br /> evaluation, the SPCC Plan shall be amended within six months of the review to include more effective <br /> prevention and control technology if the technology has been field-proven at the time of the review <br /> and will significantly reduce the likelihood of a discharge. Any amendments will be implemented as <br /> soon as possible, but not later than six months following preparation of any amendment. <br /> The SPCC "Designated Person" is the Hazardous Materials Specialist and she/he shall be responsible <br /> for all reviews and updates made to this Plan. The Plan will be reviewed and updated when necessary <br /> under the following circumstances: <br /> • Five-year review <br /> • Subsequent to the commission or decommission of any aboveground storage tanks (ASTs) <br /> • Subsequent to the replacement, reconstruction, or movement of ASTs <br /> 17 <br />
