• Subsequent to the reconstruction, replacement, or installation of piping systems <br /> • Subsequent to any construction or demolition that could alter secondary containment systems <br /> of the ASTs <br /> • Subsequent to any revisions of standard operation or maintenance procedures at the facility. <br /> In accordance with 40 CFR 112.5(c), technical amendment to the SPCC Plan shall be certified by a <br /> licensed professional engineer in accordance with 40 CFR 122.3(d). Non-technical amendments, such <br /> as changes to phone numbers and contact names, do not require certification by a licensed <br /> professional engineer. <br /> Revisions to the SPCC plan are summarized on Appendix I. <br /> 4.2 Cross-Reference Table for Requirements of 40 CFR 112.7 and 112.8 <br /> The format of this SPCC plan does not follow the format of 40 CFR 112. Therefore, a cross-reference <br /> table for the requirements of 40 CFR 112.7 General Requirements for Spill Prevention, Control, and <br /> Countermeasure Plans and 40 CFR 112.8 SPCC Plan Requirements for Onshore Facilities (Excluding <br /> Production Facilities) is provided in Appendix A. <br /> 4.3 Conformance with SPCC Requirements and Recommended Corrections <br /> Oil storage areas at NCYCC are in general compliance with SPCC requirements for secondary <br /> containment utilizing double-wall tanks for fixed storage tanks, secondary-containment berms and <br /> pallets for 55-gallon drum storage areas, and active containment for portable tanks, and oil delivery <br /> and dispensing. <br /> 4.4 Substantial Harm Determination <br /> Facilities that could reasonably be expected to cause substantial harm to the environment are <br /> required by 40 CFR 112.20 to have a Facility Response Plan. Facilities that do not meet the substantial <br /> harm criteria must complete a Certification of Substantial Harm Determination Form and maintain the <br /> form as part of their SPCC plan. NCYCC does not meet the substantial harm criteria. The Certification <br /> of Substantial Harm Determination Form is provided in Section 3. <br /> 4.5 Locations for SPCC Plan Copies <br /> The SPCC Plan shall be kept at the NCYCC facility. Personnel with responsibility for operation and <br /> maintenance of the oil storage tanks and associated equipment shall be familiar with the requirements <br /> and procedures in this Plan. A copy of this SPCC Plan and any amendments shall be maintained at the <br /> Plant Operations. Upon request, a copy of this SPCC Plan will be forwarded to the San Joaquin County <br /> Office of Emergency Services. Upon written request, the facility shall make the Plan available to the EPA <br /> Regional Administrator or applicable State and local agencies for on-site review during normal business <br /> hours. <br /> � 8 <br />
