DocuSign Envelope ID: 0336570A-ED5A-480E-9109-1037B256AF9B <br />LLNL-AM428479 <br />2.7.3 Environmental Functional Area <br />The EFA representative (i.e., the EFA Environmental Analyst) ensures that <br />environmental regulatory issues are addressed by: <br />• Assisting in the determination of the actual or potential environmental impacts. <br />• Conducting sample collection or determining needs and assessment of release <br />area. <br />• Determining regulatory reporting requirements and preparing the reports. <br />The EFA representative also provides the IC with EFA personnel and resources as <br />needed during the incident, prepares the EFA Environmental Incident Report, and <br />notifies LLNL management of the incident. Environmental Analysts are members of <br />EFA, who act as Subject -Matter -Experts for spill cleanup and reporting, and on the <br />ES&H Team, as secondary responders who support immediate responders at the scene <br />of the incident. <br />2.7.4 Radioactive and Hazardous Waste Management <br />RHWM has personnel and equipment available to support the Fire Department or <br />program/department during an incident. RHWM may: <br />• Assist in sampling and cleanup operations. <br />• Assist in preparing the waste for offsite disposal. <br />• Provide spill response equipment as described in Section 5.3.1. <br />• Assist in control, containment, and decontamination. The Incident Commander <br />may delegate this responsibility to RHWM and supervise the control, <br />containment, and decontamination work. <br />2.8 Fire Department <br />The Fire Department shall be contacted immediately for large incidents. The Fire <br />Department provides the first response and is responsible for invoking the incident <br />command system. The Fire Department shall ensure the appropriate measures are <br />taken to: <br />• Contain and control waste to protect personnel, the environment, and property <br />from its effects. <br />• Provide technical and operational coordination to return the site of the incident to <br />normal. <br />3. ARRANGEMENTS WITH LOCAL AUTHORITIES <br />LLNL has mutual aid agreements with several local authorities to provide assistance in <br />the event of an emergency that cannot be handled by LLNL internal response <br />S300 WAA Contingency Plan 11 September 2018 <br />
