Any new potentially hazardous operation must be thoroughly evaluated by the LLNL <br />Environmental, Safety & Heath (ES&H) Team prior to commencement. In addition, all Facilities <br />are subject to audits and evaluations by various subject matter experts in the fields of <br />environmental, safety and health. Results of these audits are forwarded to the appropriate Facility <br />Manager so that any deficiencies can be corrected. <br />3.4 Personal Protective Equipment <br />Personal protective equipment (PPE), including gloves, goggles, coveralls, and other protective <br />clothing, are available for use during emergency situations. Each Facility maintains PPE <br />appropriate for the waste managed at the Facility. PPE and emergency equipment are described <br />in Appendices I4, I-2, and I-3. Guidelines for PPE use are included in Appendix B. <br />3.5 Engineering Controls <br />Forklifts are used to move hazardous waste loaded on pallets or skids. Drum dollies are used to <br />move individual drums. The paving in loading and unloading areas has been constructed to <br />facilitate the ease and safe access of equipment transporting waste containers to the storage units <br />and to minimize accidents during loading and unloading operations. <br />The explosives waste treatment operations are performed under remote operation with the <br />control and observation by television monitor and surveillance cameras. Remote operations <br />minimize hazards to personnel during treatment operations. Additional details on the Facility <br />design, construction and operations are provided in the Facility's Operation Plan, <br />3.6 Aisle Space <br />Aisle space is always maintained in the Facilities to allow unobstructed access to hazardous <br />waste containers. <br />3.7 Self-help Program <br />LLNL maintains aSelf--help Program for those large incidents when onsite emergency response <br />resources needed. Whenever a major emergency event occurs and LLNL's Onsite Emergency <br />Response Organization is needed, Self-help Plans are implemented. Each department/division is <br />required to prepare and keep its own employee emergency response plan. The Plans are designed <br />to collect and safeguard personnel and visitors during site -wide emergencies. <br />LLNL Site 300 has designated Assembly Points, where Assembly Point Leaders control the local <br />emergencies while awaiting direction or assistance from the Onsite Emergency Response <br />Organization. Personnel are instructed to meet at this Assembly Point if an evacuation <br />were necessary. <br />4.0 RESPONSIBILITIES DURING AN EMERGENCY <br />In most cases, the Site 300 emergency service elements are capable of managing operational <br />emergencies at the Site. The senior fire officer serves as the Incident Commander (IC) during <br />most incidents, including fire, medical, hazardous material, and rescue emergencies. The senior <br />Protective Forces officer serves as IC during security incidents. The IC reports directly to the <br />Emergency Coordinator/Laboratory Emergency Duty Officer (LEDO) and the LLNL Site 300 <br />Manager. During an emergency at Site 300, the Site 300 Manager may also serve as the Site 300 <br />DOC Commander. <br />LLNL Site 300 Contingency Plan 11 Janzrary 2019 <br />
