10
the excavated area on the left site of the photograph is a grade level measurement; as the cap excavation proceeded,
the contractor has made continuous grade level measurements via laser to ensure grade control (for the purpose of
gauging cap thickness and anticipated depth of encountering the underlying waste materials).
An upcoming activity at the site once the work resumes will be the first round of sampling (verification soil sampling
once an area of wastes is removed, and sampling of stockpiled wastes). At this point, it appears likely that a sufficient
area of wastes (possibly within 1/3 to ½ of the cap area) will be removed so that we could conduct that sampling on
Monday April 2. I will keep the group posted of any changes to that schedule.
Thanks,
Joe
Joe Brusca
Brusca Associates, Inc.
1860 Sierra Gardens Drive, #332
Roseville, CA 95661
Phone (916) 677-1470
Fax (916) 677-1471
BruscaAssociates.com
From: Palmer, Ann@Waterboards <Ann.Palmer@waterboards.ca.gov>
Sent: Thursday, March 22, 2018 2:10 PM
To: Joe Brusca (jbrusca@bruscaassociates.com) (jbrusca@bruscaassociates.com) <jbrusca@bruscaassociates.com>
Cc: Djuth, Gerald@Waterboards <Gerald.Djuth@waterboards.ca.gov>; 'Glenn.Young@CalRecycle.ca.gov'
<Glenn.Young@CalRecycle.ca.gov>; 'Sabra.Ambrose@CalRecycle.ca.gov' <Sabra.Ambrose@CalRecycle.ca.gov>; Robert
McClellon (rmcclellon@sjcehd.com) <rmcclellon@sjcehd.com>; 'danap@reynoldsandbrown.com'
<danap@reynoldsandbrown.com>
Subject: Former Pilkington Excavation Activities during Inclement Weather & Field Schedule
Hi Joe,
To follow up on the voicemail I just left you, I want to reiterate that we received your 3/18/2018 email notification that
the contractor determined the site was dry enough to proceed with cap soil removal on 3/19/2018.
Regional Water Board is concerned that all the rain that has been forecast and continues to fall is going to make things
messy for the excavation and can create a problem with contaminant migration, etc, if soil is saturated, or if there is
standing water. Staff expects implementation of best management practices to prevent soil, silt, waste, and COCs from
leaving the excavation area during wet weather conditions.
Please provide:
1. an update on excavation activities,
2. pictures of the excavation area and implemented wet weather mitigation measures, and
3. an estimated schedule of field activities.
Thank You,
Ann M.
