Brusca File No. 137-002 <br /> <br />Page 2 <br />May 7, 2018 <br />DRAFT Murphy Parkway Property Waste Materials Reuse Workplan <br /> <br />2018 to slightly revise the verification soil sampling program (testing of soils beneath the area of <br />removed wastes) as suggested by the Central Valley Regional Water Quality Control Board <br />(CVRWQCB).3 <br /> <br />This Draft Workplan includes: a general description of the site; background information; a <br />description of the planned site development; information, laboratory data and discussion <br />pertaining to stockpiled materials generated during the recent removal of solid waste materials <br />from WU1; justification for onsite reuse of materials excavated from WU1; procedures for the <br />reuse of these materials in onsite engineered fills; and verification/reporting procedures to ensure <br />that the materials are reused in the manner described herein. <br /> <br />A Vicinity Map showing the location of the subject parcel is presented as Plate 1. A Site Map is <br />presented as Plate 2 showing the layout of the entire parcel, the former area of capped wastes <br />(WU1) on the far northwesterly portion of the site, the locations of stockpiled materials that were <br />recently excavated and removed from the capped waste area, and the general layout of the <br />planned large commercial/light-industrial building on the property. A detail map showing WU1 <br />area and the locations of verification soil samples collected beneath the area of removed wastes <br />is presented as Plate 3. A civil engineering drawing depicting additional details pertaining to the <br />planned construction is presented as Plate 4. Analytical laboratory data for samples of the <br />stockpiled materials from WU1, as well as for the verification soil samples collected beneath <br />WU1, are presented on Tables I through VII; the laboratory reports and chain-of-custody <br />documentation are included in Appendix A. The Foundation Investigation (geotechnical <br />engineering report) for the site development project is presented in Appendix B. <br /> <br /> <br />SITE DESCRIPTION AND BACKGROUND <br /> <br />Site Location and Description <br /> <br />The approximate 48-acre subject property is located about 500 feet easterly of Murphy Parkway <br />and about 1,000 feet northerly of D’Arcy Parkway in a commercial and industrial area of Lathrop, <br />San Joaquin County, California. The property consists of an approximate 48-acre parcel <br />identified as APN 198-012-009. The subject parcel is currently vacant/undeveloped land. The <br />site is generally flat; however, two depressed areas are situated on the northwesterly portion of the <br />site (bordering the WU1 area). Until recently, portions of the site were used for livestock grazing; <br />wire fencing is in place on portions of the site for livestock enclosure purposes. A Vicinity Map <br />showing the location of the property is presented as Plate 1, and a Site Map is presented as Plate 2. <br /> <br />Historical Site Activities <br /> <br />The 48-acre subject parcel historically was vacant farmland. In the early 1960s, a large glass <br />manufacturing facility (currently referred to as former Pilkington North America [PNA] facility) <br />was constructed directly northerly of the subject property.
