Brusca File No. 137-002 <br /> <br />Page 3 <br />May 7, 2018 <br />DRAFT Murphy Parkway Property Waste Materials Reuse Workplan <br /> <br />Solid wastes comprised largely of waste glass materials were handled within the northwesterly <br />portion of the subject 48-acre site; the vast majority of waste glass materials historically handled <br />and temporarily stored in this area were hauled from the property in the past to offsite disposal <br />locations. Glass manufacturing activities at the former PNA facility were discontinued several <br />years ago. In recent years, the subject 48-acre parcel generally has been unused, except for some <br />livestock grazing. <br /> <br />Treated industrial and domestic waste water, as well as storm water, generated at the former <br />PNA facility northerly of the subject property was disposed at that facility, and also on the <br />subject 48-acre parcel via spray irrigation. The waste water discharge was performed under <br />permit with the CVRWQCB. Because the subject 48-acre property is no longer intended for <br />waste water discharge, the CVRWQCB is currently in the process of removing this area from the <br />waste water discharge permit. <br /> <br />Past Onsite Waste Investigations and Remedial Work <br /> <br />It is indicated that the handling of glass wastes on the subject property ceased in the 1980s. <br />Around 2012, the local oversight agency (the San Joaquin County Environmental Health <br />Department [SJCEHD]) required the placement of a clean soil cap over the northwesterly portion <br />of the property (WU1 area) where a thin layer of residual glass wastes was known to exist at the <br />site surface. A Soil Cover Workplan was prepared in early 2013, and the capping work was <br />implemented in late 2013.4 The area of the cap (WU1 area) is shown on Plate 2. <br /> <br />Starting in 2014, a substantial amount of investigation, waste characterization, and waste <br />removal work was implemented on the subject parcel by AGE with direction and oversight by <br />the SJCEHD. This work included: <br /> <br />• a significant number of explorations (test pits and borings) within the capped area and <br />other site areas, including areas to the south and east of the capped area. <br /> <br />• a geophysical survey (involving ground penetrating radar and a magnetometer survey) on <br />the westerly portion of the property to identify any unknown areas of disturbed <br />materials/buried wastes. The geophysical and trenching work reportedly identified two <br />areas (approximate 2,000 square feet each in plan area) of deeper disturbed <br />materials/wastes along the far westerly margin of the property and outside of the cap <br />area. These areas were identified as the South Waste Cell (SWC) and the North Waste <br />Cell (NWC).
