CITY OF TRACY, CORRAL HOL= ROAD <br /> SAN JOAQUIN COUNTY <br /> B. Provisions <br /> 1. The City of Tracy shall maintain a copy of this order at the site so as to <br /> be available at all times to site operating personnel. <br /> 2. The discharger shall file with this Board a report of any material change <br /> or proposed change in the character, location, or quantity of this waste <br /> discharge. For the purpose of these requirements, this includes any pro- <br /> posed change in the boundaries, contours, or ownership of the disposal <br /> area. <br /> 3. The discharger shall file a written report within 90 days after the total <br /> quantity of wastes discharged at this site equals 75 percent of the re- <br /> ported capacity of the site. The report shall contain a schedule for <br /> studies, design, and other steps needed to provide additional capacity, or <br /> the total quantity discharged shall be limited to the reported capacity. <br /> 4. The discharger shall comply with Monitoring and Reporting Program <br /> No. 76-155 and the General Provisions for Monitoring and <br /> Reporting as specified by the Executive Officer. <br /> 5. Ninety (90) days prior to discontinuing the use of this site for waste <br /> disposal the discharger shall submit a technical report to the Board de- <br /> scribing the methods and controls to be used to assure protection of the <br /> quality of surface and groundwaters of the area during final operations and <br /> with any proposed subsequent use of the land. This report shall be prepared <br /> by or under the supervision of a certified engineering geologist or registered <br /> civil engineer. The method used to close the site and maintain protection <br /> of the quality of surface and groundwaters shall comply with waste discharge <br /> requirements established by the Board. <br /> 6. The owner of the waste disposal site shall have a continuing responsibility <br /> to assure protection of usable waters from the waste discharge, and from <br /> gases and leachate that are caused by infiltration or precipitation or drain- <br /> age waters into the waste disposal areas or by infiltration of water applied <br /> to the waste disposal areas during subsequent use of the property for other <br /> purposes. <br /> 7. In the event of any change in control or ownership of this treatment and <br /> disposal system, the discharger shall notify this Board of such change and <br /> notify the succeeding owner or operator of the existence of this order. <br /> 8. The Board will review this order periodically and may revise the require- <br /> ments when necessary. <br /> I, JAMES A.
