In addition, Daryl Scott, chemist <br /> for the City of Tracy showed us the location of the monitoring well that has <br /> been used for the last three or four years. <br /> Background: <br /> 1. Al Franks' March 9, 1976, memorandum to Richard Rose describes the site <br /> geohydrology and contains the recommendations: <br /> a. Clay or silty soils be used for the final cover. <br /> b. An impervious barrier with riprap be constructed at the base of the <br /> landfill to provide flood protection. <br /> /c. The prohibition of liquid waste. <br /> d. Surface water be controlled by drainage ditches and impervious cover. <br /> e. Groundwater monitoring be accomplished by sampling from a well on the <br /> property. <br /> 2. Joseph Wirth, Jr. , Assistant City Engineer for Tracy, November 28, 1972, <br /> letter to the Executive Officer contains a statement that a 300-foot well <br /> at the site encountered a small quantity of water at 40 feet and has since <br /> been abandoned and filled. Further., he includes a flood frequency analysis <br /> that indicates that a l0O-year flood flow would be on the order of 5,000 <br /> cubic feet per second. The letter did not, .however, include an indication <br /> as to the elevation of the 100-year flood flow relative to the solid waste , <br /> disposal site. <br /> 3. Waste Discharge Order No. 76=155 (typical Class II-2 solid waste disposal <br /> site requirements) was adopted by the Regional Board in 1976. The monitoring <br /> program included 'quarterly sampling of a downgradient water well. <br />
