F E B 24 1980 <br /> Frank McDermott -2- <br /> Findings: <br /> 1. The monitoring well being used for this site, State Well No. 3S/5E-17A, <br /> is approximately 131 mile downstream to the northeast, below the California <br /> Aqueduct. <br /> 2. The current mode of operation at the site is for waste to be placed in <br /> deep trenches excavated at right angles to and between Corral Hollow Road <br /> and Corral Hollow Creek. The portions of the site nearest Interstate <br /> Highway 580 and the south section line of Section 18 have been completed <br /> and are covered with sand and dried sewage treatment plant sludge. <br /> 3. Only household and commercial rubbish and sewage treatment plant sludge were <br /> observed being disposed of at the site. <br /> 4. The completed portions were more or less flattopped. The southwest area had <br /> some conspicuous areas of standing water remaining from the rains several <br /> weeks earlier. The northeasternmost cell had several minor. gullies cutting <br /> through the cover and into the waste. <br /> 5. Corral Hollow Creek had an estimated flow of .cubic feet per second, <br /> 50 to 100 feet away from the nearest portion of the disposal site. We <br /> saw no flood protection improvements between the creek and the disposal site. <br /> Conclusions: <br /> 1. The current monitoring well is much too far away from the site to provide <br /> .� any useful data as to whether or not discharge from this site is affecting <br /> groundwater quality. Contaminated water might take as much as 20 years <br /> to move this distance. In addition, discharge from the old manganese mill <br /> less than 31mile away from the monitoring well could. confuse any data received <br /> in the monitoring reports. <br /> 2. The completed portions of the site need some maintenance work including <br /> sloping of the tops of the portions already completed to prevent ponding <br /> and repairing all incipient gullies eroding the final cover. <br /> 3. The lower portions of the landfill are vulnerable to erosion and inundation <br /> by major floods down Corral Hollow Creek. <br /> Recommendations: <br /> Require the City of Tracy to complete the following as soon as practicable: <br /> 1. Provide data on what Group 1 wastes were disposed of in this site, wh ere <br /> they are located, and what measures have been taken to insure their contain- <br /> ment. <br />
