HENRY M. HIRATA
DIRECTOR
March 6, 1991
L.M. Colburn
Director, Environmental Affairs Dept.
P.O. Box 31075
Tampa, Florida 33807
SUBJECT: CELOTEX WASTE DISPOSAL
Dear Mr. Colburn:
rwf t e t
r:
Ari 6
This is a follow up to our telephone conversation on March 4,991
and to your letter to Tom Horton dated February 11, 1991.' As
discussed over the telephone, the County will grant you a 3 day
extension to resolve the testing issues. In regard to your letter,
I would like to take issue with some of your statements.
You stated that the county did not assist you to resolve the aste
classification issue. Please remember it was the State inspector
who requested the testing of your waste. The County has granted
you several months to test your product and prove its
classification. Additionally, the County continued accepting your
celotex for a limited time, conditioned upon your removing the
celotex in the event that you could not obtain approval from the
state. The County has done all it can to help by giving you
several months to resolve this problem.
The celotex waste has been landfilled separately and is still kept
in a separate stockpile for easy removal. Please remember that if
the issue is not resolved by April 7, 1991, the celotex must be
removed immediately at your own expense. If you have any
questions, please call me at (209) 468-3066.
Sincerely,'
GABRIEL KARAM P.E.
Solid Waste Engineer
c: Ed Padilla
Robert Evans
GK:gk
R:\GABS\CELOTEX
LA 21530
COV N i I OF SAN JO" V
'QUll
EUGENE DELUCCHI
DEPARTMENT OF PUBLIC WORKS
CHIEF DEPUTY DIRECTOR
P.
