Our <br /> November 1990 letter to you required that representative samples be taken of the Celotex <br /> waste stream and justification be provided as to their representativeness. As with all of <br /> your earlier submittals,the 28 March letter fails to adequately document the <br /> representativeness of sample results. You make the claim that your sample results are <br /> representative of the entire waste stream;however,no documentation has been provided <br /> to justify this claim. <br /> Analytical results on TCLP extracts of Celotex waste samples submitted to date show <br /> chloroform levels ranging from 0.006 to 0.120 mg/l,indicating considerable variability <br /> exists either in the waste stream or in sampling and analytical protocols. Only a single <br /> sample result has been submitted for trichlorofluoromethane. Assuming normal rates of <br /> sampling and analytical error/variability,analytical results for any one sample cannot be <br /> considered representative of even an extremely uniform waste stream. No information <br /> has been provided as to the date or method of sample collection,handling and <br /> preservation for any of the sample results,even though our November 1990 letter to you <br /> specifically required that detailed sampling information be provided. <br /> Until such documentation of the representativeness of sample results has been provided <br /> and has been determined satisfactory to Regional Board staff, the Celotex waste must be <br /> considered to be a designated waste, unsuitable for discharge to a Class III landfill. <br /> Questions regarding this letter may be directed to me at(916)361-5724. <br /> on B.
