Box 2009 <br /> Stockton, California 95201 <br /> Re: State Inspection City of Tracy-San Joaquin County Landfill <br /> (Corral Hollow) Facility No.39- -0005 <br /> Dear Mr. Valinoti: <br /> California Integrated Waste Management Board (CIWMB) staff <br /> conducted a State Inspection of the City of Tracy-San Joaquin <br /> County Landfill (Corral Hollow Landfill) on March 20, 1991, <br /> pursuant to Division 30, Public Resources Code (PRC) , Sections <br /> 43214 and 43219 (a) . The facility was evaluated for compliance with <br /> applicable sections of the PRC and Title 14, California Code of <br /> Regulations (CCR) . Enclosed is a copy of the State Inspection <br /> Report. <br /> The following violations of applicable State laws and regulations <br /> were documented during the inspections <br /> 30 PRC 44002 Permit, Operator <br /> 30 PRC 44014 (b) Permit, Terms and Conditions <br /> 14 CCR 17616 Report of Disposal Site Information (RDSI) <br /> 14 CCR 17656 Identification Signs <br /> 14 CCR 18222 RDSI <br /> 14 CCR 18255 Closure Postclosure Maintenance Plans <br /> In addition, areas of concern were noted regarding facility <br /> compliance with the following State Minimum Standards: <br /> 14 CCR 17606 Recording <br /> 14 CCR 17607 Periodic Site Review <br /> 14 CCR 17628 General Design Parameters <br /> 14 CCR 17629 Public Health Design Parameters <br /> During the 5-Year Permit Review (10/24/90) , it was determined by <br /> your agency that significant changes had occurred in the design and <br /> operation of the Corral Hollow Landfill which were not sanctioned <br /> in the operator's Solid Waste Facility Permit (SWFP) . It was <br /> further determined that these significant changes would require a <br /> revision of the operator's permit including a CEQA review. <br /> As you are well aware from your excellent past efforts, Title 14 <br /> CCR 18304 states that the enforcement agency shall issue a Notice <br /> .and Order to the operator of any facility operating outside the <br /> terms and conditions of its Solid Waste Facility Permit (SWFP) . <br /> Printed on Recycled Paper-- <br />
