PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D., M.P.H.
Health Officer
P.O. Box 2009 ® (1601 East Hazelton Avenue) • Stockton, California 95201
(209) 468-3400
June 24, 1991
Jack Miller
California Integrated Waste Management Board
1020 Ninth Street, Suite 300
Sacramento, Ca 95814
RE: Corral Hollow Landfill 139 -AA -005
The Environmental Health Division received your letter of 6/11/91
on the stipulated Notice and Order for the Corral Hollow Landfill.
This was the sixth Notice and Order EHD has issued in the last 18
months and we have never received any comments until this last one.
Our format for all the Notices and Orders have been similar.
A Declaration did accompany the Notice and Order but for some
reason CIWMB did not receive the Declaration. See enclosure. EHD
has always put the name of the responsible party for the facility
on every Notice and Order. We do this purposely so a person and
not just an entity is responsible.
A new SWFP would require the Corral Hollow Landfill to be closed
since it would be unpermitted facility. Section 44002 requires all
operating facilities to be permitted. EHD does not agree that the
Corral Hollow Landfill should be closed just because it has a new
operator. EHD statement of a permit revision is correct.
This Notice and Order timetable will be based on the completion of
CEQA and the permit process. Timetables for CEQA are very
difficult to predict, especially since EHD will not be the lead
agency. When an CEQA application is accepted a more accurate
timetable can be predicted. For your information Section 18304
does not require a timetable to be included in a Notice and Order.
EHD has studied the tonnage records for the Corral Hollow landfill.
Public Works has agreed to operate under the conditions of the
Notice and Order. Enclosed are a few tonnage records for your
review. We have always issued Notice and Order with the status quo
in mind.
Thank you for your advice. If you have any questions please call
Ed Padilla, Senior REHS at (209) 468-3458.
Fred Kauf an, Program Manager
Environmental Health Division
FK/EP: js
A Division of San Joaquin County Health Care Services 10
