0 0
PUBLIC HEALTH SERVICES
SAN JOAQUIN COUNTY
JOGI KHANNA M.D., M.P.H.
Health Officer
P.O. Box 2009 • (1601 East Hazelton Avenue) • Stockton, California 95201
(209) 468-3400
June 24, 1991
California Integrated Waste Management Board
1020 Ninth Street, Suite 1300
Sacramento, CA 95814
Attention: Jack Miller
The Environmental Health Division has received your letter of June 10,
1991, concerning the Periodic Site Review (PSR) for the Corral Hollow
Landfill. As you know the December, 1988 Periodic Site Review (PSR)
was used for the October 17, 1990, 115 -Year Permit Review" report for
the Corral Hollow Landfill. As a result of this report a permit
revision and a CEQA Review is pending.
Your letter states that it is "desirable" to have another engineering
review prior to revising a solid waste facilities permit. Section
17751 requires a PSR every 5 years or more frequently as determined by
the enforcement agency. As the Lead Enforcement Agency we have
determined another PSR is not necessary at this time for the following
reasons:
1. The new operator, San Joaquin County Department of Public
Works, wrote the December, 1988 Periodic Site Review for
this facility.
2. Operational changes are minor.
3. CEQA review should perform the necessary Environmental and
Engineering reviews for the upcoming revised permit.
4. A revised Report of Disposed Site Information is an adequate
vehicle to document any changes that have occurred at the
landfill.
At the next inspection Section 17607, the Periodic Site Review will
not be listed as "area of concern".
Thank you for your recommendation. If you have any questions please
call Ed Padilla at (209) 468-3458.
Fred Kau man,
Environm ntal
Program Manager
Health Division
cc: Tom Horton, Public Works Department
RV/ED:sm
A Division of San Joaquin County Health Care Services
