During the two year period (1991-93), <br />approximately 78,000 cubic yards of space will be utilized by <br />compacting refuse in Areas 1, 2, and 3. The order of operation will <br />follow the schedule outlined on the plan. WINTERIZATION PAD AND ACCESS ROAD <br />In preparation of winter disposal activities, a winterization pad <br />and roadway will be constructed to provide easy access and minimize <br />unloading operations. The winter pad and access road will be <br />constructed by compacting a two foot layer of foundation soil and <br />placing six inches of gravel with an oil and chip seal surface. If <br />
