This facility was last inspected by Board staff on February 26, <br />1988. The violations noted under Title 14, California Code of <br />Regulations (CCR) were the following: <br />14 CCR 17684 -° intermediate Cover <br />14 CCR 17751 periodic Site Review <br />During this inspection, the facility was evaluated for compliance <br />with applicable sections of Public Resources Code (PRC), Division <br />30 and Title 14, California Code of Regulations (CCR), Chapter 3 <br />(State Minimum Standards) and Chapter 5 (Enforcement of Solid Waste <br />Standards and Administration of Solid Waste Facilities Permits). <br />The results of this inspection are as follows: <br />30 PRC 44001, 44004 - Permit Violation <br />Based on the Solid Waste Fac111ties Permit (SWFP) issued on March <br />16, 1983, "City of Tracy - San Joaquin County" are the permitted <br />operators of the facility. However, the 1977 Report of Disposal <br />Site Information (RDSI) which is the governing document for the <br />1983 SWFP states that City of Tracy is the permitted operator of <br />the site. <br />on July 1,'1990, San Joaquin County Department of Public Works <br />(SJCDPW) took oder as the sole operator of the site. This facility <br />is currently accepting an average of 1400 cubic yards of wastes per <br />day as compared. to the permitted 850 cubic yards per day. The <br />estimated site life has also changed. It was indicated in the 1983 <br />SWFP that the estimated site life for this facility was six years. <br />However, the site is still in operation with current plans to close <br />the site by 1993. Because of the above changes, the SWFP must be <br />revised to reflect the current operation of the site. <br />14 CCR 17638 -� S ecial occurrences <br />A log of special occurrences was available at the site. However, <br />there was no entry made since February 1989. According to Ken <br />Belcher (Site Superintendent), they just took over the operation <br />of the site on July 1, 1990 and are still in the transition stage. <br />14 CCR 17684 Intermediate Cover <br />I observed—a-reasof expose wastes along the southeastern slope of <br />the landfill mass.
