These areas in question must be <br />covered with twelve inches of compacted cover material. Other <br />areas of the landfill that have inadequate intermediate cover must <br />also be covered with the required depth of cover material. <br />14 CCR 17711 - hitter Control <br />I observed substantial accumulation of litter along the <br />southeastern perimeter fence of the landfill. Litter outside the <br />facility boundary was excessive, especially near Interstate 580 <br />freeway. This problem must be corrected as soon as possible. A <br />higher litter fence may be helpful in correcting this problem. <br />14 CCR 17742 - Hazardous Wastes <br />I c served one fivegallon container of waste oil dumped at the <br />active face. This site is not permitted to accept hazardous <br />wastes. <br />I also observed loads of "celotex" being disposed at the active <br />face. There is question as to whether celotex meets the criteria <br />for disposal at a Class III facility. This must be immediately <br />verified. <br />14 CCR 17616 Report of Disposal Site Information (RDSz) <br />The RD5I must be updated to reflect the current operation of the <br />site. This facility is now operated by the San Joaquin County <br />Department of Public Works. The hours of operation have been <br />changed. The facility is open from 7:00 am to 4:30 pm. This <br />facility is also accepting "celotex" insulation material which was <br />not specified in the 1983 SWFP. <br />14 CCR -17708 - btAina a and Erosion Control <br />According to Rudy Ro r guez, Assistant Civil Engineer, SJCDPW, the <br />only drainage control at the site is by channeling water along the <br />slope of the landfills Howeverr I'm concerned about the drainage <br />control along the southwestern portion of the landfill mass where <br />wastes could come in contact With drainage water during <br />precipitation. The drainage water would then be likely to flow <br />off-site. <br />14 CC9 17743 -- Liquid Wastes Z ". W <br />I observed what appeared to be tomato sauce along with broken <br />catsup bottles dumped at the active face, approximately 10 feet by <br />5 feet in size. These materials appeared to be less than 50 <br />percent solids.
