INSPECTION <br /> The California Integrated Waste Management Board (Board) staff <br /> conducted an inspection of the Corral Hollow Landfill on August 1, <br /> 1990, pursuant to Division 30, Public Resources Code (PRC) , <br /> Sections 44001, 44004, and Title 14, California Code of Regulations <br /> (CCR) Chapter 3 and Chapter 5. The Board inspector was Leandro <br /> Ramos, Waste Management Specialist. <br /> The following violations of PRC and CCR were documented during the <br /> inspection: <br /> 30 PRC 44001, 44004 - Permit Violation <br /> 14 CCR 17638 - Special occurrences <br /> 14 CCR 17684 - Intermediate Cover <br /> 14 CCR 17711 - Litter Control <br /> 14 CCR 17742 - Hazardous Waste <br /> In addition, areas of concern were noted with the following <br /> sections of the CCR: <br /> 14 CCR 17616 - Report of Disposal Site Information <br /> 14 CCR 17708 - Drainage and Erosion Control <br /> 14 CCR 17743 - Liquid Waste <br /> VIOLATIONS <br /> 30 PRC 44001, 44004 - Permit violations <br /> Citation: <br /> Based on the Solid Waste Facilities Permit (SWFP) issued on March <br /> 16, 1983 , "City of Tracy - San Joaquin County" are the permitted <br /> operators of the facility. However, the 1977 Report of Disposal <br /> Site Information (RDSI) which is the governing document for the <br /> 1983 SWFP states that City of Tracy is the permitted operator of <br /> the site. <br /> On July 1, 1990, San Joaquin County Department of Public Works <br /> (SJCDPW) took over as the sole operator of the site. This facility <br /> is currently accepting an average of 1400 cubic yards of wastes per <br /> day as compared to the permitted 850 cubic yards per day. The <br /> estimated site life has also changed. It was indicated in the 1983 <br /> SWFP that the estimated life for this facility was six years. <br /> However, the site is still in operation with current plans to close <br /> the site by 1993 . Because of the above changes, the SWFP must be <br /> revised to reflect the current operation of the site. <br /> 1 <br />
