0 • <br />Response• <br />On July 1, 1990, San Joaquin County took over as the sole operator <br />of the site. At the time of the inspection, the County was in a <br />transition period and had not had sufficient time to make all <br />necessary changes in operation. A Notice and Order is currently <br />being prepared by the Local Enforcement Agency which will address <br />tonnage, hours of operation, change in ownership, and site life. <br />In addition, the County plans to submit an application for revised <br />permit by May 1, 1991 to increase the life of the landfill. <br />14 CCR 17638 - special occurrences <br />Citation• <br />A log of special occurrences was available at the site, but no <br />entries were made since February 1989. <br />Response• <br />At the time of the inspection, the County was still in a transition <br />stage, and County foremen were in the process of training new <br />employees on standard operating procedure. <br />Since the inspection, landfill employees have been properly <br />trained, and the special occurrences log is currently being kept <br />and will continue to be kept at Corral Hollow Sanitary Landfill. <br />14 CCR 17684 - Intermediate Cover <br />Citation• <br />During the inspection, Mr. Ramos observed areas of exposed wastes <br />along the southeastern slope of the landfill mass. The area in <br />question must be covered with twelve inches of compacted cover <br />material. Other areas with inadequate intermediate cover must also <br />be covered with the required depth of cover material. <br />Response• <br />The areas of exposed waste that were encountered during the <br />inspection existed before the County took over operation. Since <br />the inspection, the exposed area has been covered with the required <br />depth of compacted cover material. <br />The entire landfill now has the required amount of intermediate <br />cover material. The site foreman has been instructed to inspect <br />the entire landfill on a daily basis beginning immediately to <br />ensure continued compliance for intermediate cover. <br />E <br />
