0 0 <br /> COUNTY OF SAN JUIN <br /> NONDISPOSAL FACILITY ELEMENT <br /> I. INTRODUCTION <br /> The California Integrated Waste Management Act of 1989 (Act) requires each <br /> City and County to meet 25% waste diversion goals by 1995 and 50% by the <br /> year 2000. The Act further requires each City and County (for unincorporated <br /> areas) to prepare Source Reduction and Recycling Elements (SRRE) that <br /> indicate the programs and strategies that will be implemented by the jurisdictions <br /> to achieve their waste diversion goals. In accordance with the Act, San Joaquin <br /> County is updating a SRRE that identifies programs which will be implemented to <br /> achieve its waste diversion goals. <br /> The California Public Resources Code (PRC), Sections 41730 et seq, requires <br /> every California City and County to prepare and adopt a Nondisposal Facility <br /> Element (NDFE) for all existing and proposed nondisposal facilities which will be <br /> needed to implement their SRREs. A nondisposal facility is defined as any solid <br /> waste facility required to obtain a solid waste facility permit other than solid waste <br /> disposal and transformation facilities. This 2012 NDFE has been prepared by <br /> San Joaquin County to meet the PRC requirements. <br /> II. PLANNING AREAS <br /> The County's SRRE has determined that several transfer stations, materials <br /> recovery facilities, and compost facilities will be utilized by the County to meet its <br /> diversion goals. Some of these facilities are located in the unincorporated areas <br /> of the County, some within the County's Cities, and some located outside of the <br /> County. There is a mix of both private facilities and public facilities that will be <br /> used. In order to facilitate presentation of the required facilities, they will be <br /> presented in geographical order. <br /> The unincorporated area of San Joaquin County is divided into six Refuse <br /> Service Areas for planning purposes (figure 1). These Areas are readily <br /> identifiable and have unique needs for facilities. Therefore, the required facilities <br /> will be presented by Refuse Service Areas. <br /> 2 <br />
