iii) The "Meteorological Conditions" section states that"windrow turning and moisture content and odor <br /> will be evaluated when winds are over 25 mph and suspended if odor is identified at the near <br /> property line." Revise the statement to state "...at or near the property line." Also indicate how odor <br /> will be addressed when windrow turning has been stopped due to winds above 25 mph. <br /> iv) The "Operating Procedures to Minimize Odors" section states that in the event of equipment failure <br /> or if there are long interruptions in utility service preventing access to the well water, substitute <br /> equipment or additional water will be brought to the site. Provide a list of suppliers for the equipment <br /> and sources of water that will be utilized during these periods. This can be explained in the RCSI. <br /> v) The Windrow Composting section states that"The water regime required by the air district provides <br /> further insurance that the moisture level is maintained at an adequate level." Revise the word <br /> "regime"to "regimen." The water regimen (what it is, the process, source of the water, etc.) must be <br /> described in the RCSI. <br /> vi) The Windrow Composting section states that "during high wind conditions (over 25 mph), the <br /> windrow turning will temporarily cease. State that the windrow turning will temporarily cease if odor is <br /> identified at or near the property line. Explain how, as in comment number c, the migrating odor will <br /> be addressed by other means. <br /> The San Joaquin County Development Title Requirements listed below have been identified as pertinent <br /> to this project. Other requirements may also apply. These requirements cannot be modified. <br /> A) A soil suitability study/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department, indicating that the area is suitable for septic <br /> system usage. The studies must be approved by the Environmental Health Department prior to <br /> issuance of Solid Waste Facilities Permit. (San Joaquin County Development Title, Section 9- <br /> 1105.2(d)). A review fee of $625 must be paid at time of submittal to the Environmental Health <br /> Department. <br /> (1) The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel.A permit fee of$125 per percolation hole is required. <br /> B) Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required prior to issuance of the Solid Waste Facilities Permit. <br /> (San Joaquin County Development Title, Section 9-111.3&9-110.4) <br /> 4) LATHROP-MANTECA FIRE DISTRICT: (staff contact: Steve Pickerill, [209]858-2331 x383) <br /> a) Project shall conform to the appropriate edition of the California Fire Code (currently the 2010 <br /> edition)and all related standards. <br /> b) All access roads, including separation between stockpiles, shall be converted to be "all-weather <br /> surfaced".
