(1) This property is subject to the requirements of San Joaquin County Mosquito & Vector Control <br /> District (209-982-4675) and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices (BMP) guidelines for stormwater devices, ponds and <br /> wetlands are available. <br /> (2) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements(Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finished <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3) ENVIRONMENTAL HEALTH DEPARTMENT: (Staff Contact:Ted Tasiopoulos, [209]953-7698) <br /> a) Make an application for a full Solid Waste Facility Permit (SWFP) per Title 27, commencing with <br /> Section 21450. <br /> b) Contact the Regional Water Quality Control Board (RWQCB)to discuss the proposed changes to the <br /> site. Submit existing approvals or requirements by the RWQCB with the SWFP application. <br /> c) Include the"draft ATC"with the SWFP application. <br /> d) Submit a Report of Composting Site Information(RCSI) per Title 14 Section 17863. <br /> e) The section titled "incoming material-Feedstock Processing Area" states that non-compostable <br /> materials are separated and placed in a covered dumpster. Indicate the different types on non- <br /> compostable materials and the different dumpsters they will be placed in (i.e. regular trash, treated <br /> wood waste, hazardous materials, etc.) List at least one landfill the material will be taken to for <br /> disposal. State in the RCSI that daily temperature readings will be taken from the feedstock and <br /> ground material. <br /> f) The Section titled "Composting Material-Windrow Area" does not state the vector control methods <br /> that will be utilized. List these methods. Explain in the RCSI how the windrows will undergo pathogen <br /> reduction (state the minimum temperatures, turnings, and time). Throughout the Project Description, <br /> the word "regime" is used. Revise the word to "regimen". Describe the water regimen (what it is, the <br /> process, source of the water, etc.) in the RCSI. <br /> g) For the Section titled "Fire Protection", contact the Lathrop-Manteca Rural Fire Department for the <br /> review of onsite water source/storage. The fire department needs to determine if water volume is <br /> adequate for the site. <br /> h) The truck scale shall be relocated to accommodate the on-site queuing of three trucks (one on the <br /> scale, and two in line) or the main entrance shall be relocated to accommodate the on-site queuing <br /> of three trucks(one on the scale, and two in line) <br /> The Initial Study included an Odor Impact Minimization Plan (OIMP). The EHD has the following <br /> comments: <br /> i) The Odor Monitoring Protocol section states that "...the site operator, or designated employee, will <br /> investigate to determine of there is any off-site odor by walking the perimeter of the property. <br /> Indicate what time of day the perimeter will be walked. <br /> ii) The plan states that if steps to mitigate off-site odor are not successful, the source of he odor will be <br /> trucked to a landfill.
