• "t <br />Harvest -Lathrop Composting Facility <br />Winterization Plan <br />1. Project Overview <br />The Harvest -Lathrop compost facility is located at 916 Frewert Road in Lathrop, <br />California. The site is operated by Jed Phelps, the property is owned by James Sanchez, <br />and the facility is managed by Harvest Power California, LLC. <br />The facility is a windrow composting facility recycling urban green waste, food waste <br />and agricultural waste into compost to be marketed to the landscaping and agricultural <br />communities. The food waste will be primarily comingled with green waste from <br />curbside collection programs, assisting communities in meeting statewide recycling <br />goals. Incoming green and food materials are combined and go through decomposition <br />to create compost used as soil conditioners and amendments. The day to day <br />operations include: a processing area for receiving compostable materials and <br />processing them for the composting process, creating and maintaining compost piles <br />with a windrow turner, monitoring temperature and moisture of the active composting <br />piles to meet pathogen reduction and VOC reduction requirements and curing <br />materials, and a finished product area where stabilized materials are stored prior to sale <br />and transport off-site. <br />The site is located on Frewert Road, approximately 1.3 miles off the Frontage road <br />parallel to Highway 5 and three (3) miles from the Lathrop Road exit. The facility is <br />located on 20 acres on the east side of Assessor's Parcel number 191-260-22. <br />The facility is designed to operate in inclement weather. This plan outlines additional <br />steps taken to winterize the composting facility. In the winter, during heavy rains, the <br />primary issues at the facility include leachate control, run-off control, preventing <br />ponding on the site, and ensuring that trucks leaving the site do not track material onto <br />the roadway. <br />
