Sanitary <br />The facility has plumbed rest room facilities, including a sink with running water for hand <br />washing. It is located adjacent to the scale house/office. <br />Visual screening <br />The front (north) side of the facility has at least a 10 foot wide landscaped berm, and the east <br />side of the facility is also landscaping for screening purposes along the property line fence. <br />Communications <br />Telephone communication and cell phone communication are available at the scale house and <br />throughout the compost facility. <br />A description of the proposed methods used to control leachate, litter, odors, dust, <br />rodents, and insects <br />The windrow composting process enhances biological processing by creating and maintaining <br />the optimal environment for microbial activity. Moisture, temperature and oxygen all work <br />together to ensure that the process is working correctly and thus no offensive odors, vector <br />propagation, fugitive dust and leachate are issues at the site <br />Leachate Control <br />Leachate is generated when excessive moisture is present for long periods. The daily operation <br />of the facility will ensure that no leachate is coming off the piles the nature of the compost <br />itself, requires water for the process and is able to absorb a large amount of water. During most <br />of the year, it is necessary to add water so that the composting process and water regulations <br />are met. In the case of a heavy rain event that creates an unusual amount of water at the <br />facility; additional bulking agents (woody material) will be incorporated into the windrows. In <br />addition, the site is designed with a retention pond, and the area where active composting and <br />staging of feedstocks occurs is sloped toward this pond with a 1-2% slope. In addition, the <br />entire site is bermed. This design ensures that any water coming into contact with feedstock on <br />compost that is in process will be deposited in the pond and will not move off site. <br />Litter Control <br />The entire staging area is inspected for litter on a daily basis. Incidental contaminants are <br />pulled from loads as they arrive and deposited in covered dumpsters to minimize litter blown <br />around and off the site. <br />Odor Control <br />Odor control is controlled by maintaining a clean site, and complying with proper composting <br />protocol. In addition, any material that includes food scraps is covered with high carbon <br />10 <br />
