material. The processes includes mixing material containing food scraps with green materials <br />immediately upon arrival at the site, and incorporating into compost windrows as soon as <br />possible, within a maximum of 36 hours. The Odor Impact Mitigation Plan (OIMP) includes <br />contact information and specific protocols designed to prevent odor, and address odor issues if <br />they do arise. The GIMP focuses on processes to prevent odor from migrating off site during <br />the feedstock delivery, composting and curing phases and the protocol to deal with odor issues <br />if they do arise. Watering and turning regimens increase the temperature and speed of <br />breakdown of the material in the windrows, diminishing odor. <br />Vector Control <br />The high temperatures achieved during the composting process (131 degrees plus) are not <br />conducive to the reproduction of vectors since the eggs and larvae are destroyed at this <br />temperature. The rapid incorporation of incoming feedstock material will not allow the vectors <br />to produce in this material. Site maintenance and operation protocols are in place for vector <br />control throughout the facility. No standing water is permitted between rows or on any part of <br />the composting or staging area. The ponds do not have continuous standing water; water is <br />removed from the pond and applied to compost rows to prevent breeding from occurring <br />there. During the warmer months of the years, when vectors might be attracted to the site, an <br />application of bait type control, MaxForce will be implemented, or a commercial vector control <br />program employed to reduce/control vector propagation if necessary. The site is designed with a pond and berm system to retain water. <br />Additionally, the compost pad and staging areas are sloped, 1-2%, toward the retention pond, <br />which is designed to collect water from the entire 20 acre site. The pond currently on site is <br />designed to accommodate the full 20 acres. If any new compost pile areas are developed, the <br />ground will be sloped toward the pond as well. The pond system is designed to contain water <br />from a 25/100 year event. The facility is graded on an ongoing basis to ensure that the flow of <br />water can move toward the pond at the existing 1-2% slope. <br />11 <br />
