The pile sizes of stockpiled materials are kept under control, and the temperatures of the
stockpiles and ground material are checked daily. If any materials are burning they are
segregated from the pile and the fire is extinguished.
There is an approved fire extinguisher on each piece of equipment. And, where possible, each
piece of equipment will be equipped with an automatic fire shutdown system. There is a 4,000
gallon water truck on site. The water truck can be refilled by an above ground pipe and spigot
connected to an agricultural well. This spigot can also fill a fire truck directly, or can connect
directly to a fire department hose with an adapter in the case of a fire emergency. The water
volume at this outlet is determined by the Lathrop/Manteca Rural Fire Department to be of
sufficient volume and flow for the facility. A fire lane of 12 feet surrounds the entire facility,
the area for feedstock delivery and processing is an all weather surface, and a road leading to
the spigot is designed with a wider turn around area.
18227.e Emergency Provisions
A description of the proposed emergency provisions for equipment breakdown or
power failure
The composting equipment on site is diesel powered and will not be affected by a power
failure. If there is equipment breakdown that takes more than a couple of days to fix,
equipment will be rented from the local Hertz agency, or by the appropriate equipment dealer
in the case of the compost turner or grinder. If the water pump is not operational, water can
be pumped into the water truck local fire department hydrant located about two miles from
the facility at the corner of Dos Reis Rd. and Manthey Rd. There is no exact address because it
is in a rural area.
18227.f Storage Capacity and Length of Time
A description of the storage capacity and anticipated maximum and average length of
time compostable materials will be stored at the facility
The total facility is 20 acres and can store up to 50,000 tons of material on site at any one time.
However, materials will move through the site a much more rapid rate. Incoming feedstock will
be incorporated within 36 hours, and the composting process takes 8-25 weeks during which
time the material shrinks in size by 50%, and is then cured. While no material will be stored for
more than 6 months, the longest time the compost will be stored is 3-4 months in the case of
season needs of a larger sale; more often the compost moves off the site within a month.
13
