01 6
18227A Water Supply
A description of the water supplies for process water required
There is an agricultural well on the property that pumps water sufficient for composting
operations, dust suppression and any emergency fire suppression required. The pump is a 10hp
submersible, electric powered. This is a new agricultural well, but if it were to go down for
more than three days, or if conditions require water immediately, water is pulled from a fire
department source about a mile away.
Since the water at the facility is not potable, bottled water or a water cooler is provided for
employees.
18227.1 Facility Personnel
Identification of person(s) responsible for oversight of facility operations
There is one overall site manager at the facility. In addition, there are five (5) other employees
on the site. These include a spotter/inspector for incoming materials, three (3) equipment
operators who also remove residue from the piles, a scale house/office manager. The site
manager works with one of the equipment operators to act as a foreman directing daily
operations at the site.
All facility personnel are provided with a facility safety manual, participate in regular safety
trainings and are issued appropriate protective gear. Safety and emergency procedures are
also posted at the scale house. Records of all trainings will be logged in the operations log book.
18227.m Site Restoration
A description of the proposed site restoration activities, in accordance with
section 17870
The site restoration process will remove all compost related activities from the site using the
following procedures:
1. The operator shall provide the LEA with 30 day notice in writing of intent to perform site
restoration. A sign will also be posted at the site entrance 30 days prior to closing;
2. When operations terminate, all raw and composted material shall be removed from the
site;
3. All processing equipment shall be cleaned and removed or stored securely;
4. All operation and facility grounds, ponds, and drainage areas shall be cleaned of all residues
including, but not limited to, compost materials, construction scraps, and other materials
related to the operations, and these residues legally recycled, reused, or disposed of at an
appropriate location; and
15
