SAN J O A Q I I I N Environmental Health Department L -0 U N T Y I�I AMENDED 10/28/2019 RCRA Large Quantity Hazardous Waste Generator Inspection Report Facility Name: Facility Address: Date: Dollar Tree Distribution Center-Stockton 1 1122 Runway Dr, Stockton October 14, 2019 SUMMARY OF VIOLATIONS (CLASS I,CLASS II,or MINOR-Notice to Comply) Item# Remarks 49)A damaged open container of Comet cleaning powder containing bleach, and spillage of the Comet powder, was found on the floor of the facility(IMG 8929-30). 50)Spillage of an unknown dark brown gel material was observed on the facility floor near Pick Module 1 Zone A-B, where Charell Gaines,an employee, was observed sorting through damaged and un-damaged product(IMG 8936-7, 8940-1, 8943-44). Sherry Aebersold, Environmental Health &Safety Compliance Manager,was told by an employee that the spillage was grease that was leaking from a mechanical part on the conveyor belts at Pick Module 1. However, when Rebecca Corona, Hazmat employee,was asked by Sherry Aebersold and Gustavo Garcia, Operations Manager,to dump a dumpster of trash into the trash compactor,two leaky 8 oz containers of the dark brown gel material and labeled Softee Extra Hold Protein Sytling Gel,were found in the dumped trash in the compactor(IMG 8964, 8967-9).A leaky damaged bottle of hand soap that was previously thrown into the dumpster by Charell Gaines was also found in the trash that had just been dumped into the compactor(IMG 8933, 8964-6). 51)Two open seemingly empty 16.9 fl oz containers of Ajax multi-purpose containers were found standing upside down in an open unlabeled blue bin, beneath a damaged cardboard box of window cleaner containers(IMG 8947). Staining was observed at the bottom of the bin beneath the Ajax containers(IMG 8945-6). 52)An open 14 fl oz container of green Ultra Ajax liquid dish soap with a broken cap was found with spillage on cardboard boxes of product(IMG 8948). Several fallen green Ultra Ajax liquid dish soap containers could be seen on the MOD grate two levels above the spillage (IMG 8949-50). 3. Charell Gaines, an employee,was observed sorting through product and damaged product at Pick Module 1 Zone A-B (see photos IMG 8936-7, 8940-1). When asked what he would do with a 9 fl oz bottle of hand soap that was found damaged and leaking versus another undamaged bottle of the same hand soap, Charell stated he would throw the leaky damaged product in the trash and place the undamaged hand soap into a box for repackaging (IMG 8933-4). Charell proceeded to throw the leaky damaged bottle of hand soap into the blue dumpster next to his work area(IMG 8938-9). 4. The trash compactor was not locked and no one was actively placing trash into the compactor at the time of inspection of the compactor. Rebecca Corona, Hazmat employee,was asked by Sherry Aebersold, Environmental Health&Safety Compliance Manager, and Gustavo Garcia, Operations Manager,to demonstrate how trash is sorted before disposal into the compactor to ensure hazardous waste is not being disposed into the compactor. Rebecca dumped the trash from a blue dumpster into the trash compactor without sorting through the trash before disposal.When Sherry asked Rebecca when the sorting process had stopped, it was unclear by Rebecca's response when the sorting process had stopped.The leaky damaged bottle of hand soap that was previously thrown into the dumpster by Charell Gaines was found in the trash that had just been dumped into the compactor (IMG 8964-6).Two broken leaky 8 oz containers of Softee Extra Hold Protein Styling Gel were also found in the dumped trash in the compactor(IMG 8964, 8967-9). REGULATION GUIDANCE: Hazardous waste shall be stored in containers that are in good condition. If a container holding hazardous waste is not in good condition (e.g., severe rusting, apparent structural defects), or if it begins to leak,the owner or operator shall transfer the hazardous waste from this container to a container that is in good condition, or manage the waste in some other way that complies with the hazardous waste requirements. CORRECTIVE ACTION: Immediately transfer all hazardous wastes into containers that are in good condition. Provide a corrective action statement to the San Joaquin County Environmental Health Department within 30 days.
