SAN J O A Q I I I N Environmental Health Department <br /> L -0 U N T Y I�I AMENDED <br /> 10/28/2019 <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Dollar Tree Distribution Center-Stockton 1 1122 Runway Dr, Stockton October 14, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 407 CCR 66265.17(b), 66265.177 Failed to manage incompatible wastes in containers properly. <br /> OBSERVATION:The following incompatible wastes are stored in way that is not in compliance with these sections: <br /> 1.An open tote containing various potentially incompatible chemical containers,which were open and upside <br /> down, and appeared empty,was observed in the hazardous waste storage area(see photo IMG 8649).A cloth was <br /> observed at the bottom of the tote, beneath the open containers.According to Sherry Aebersold, Environmental <br /> Health&Safety Compliance Manager, and Rebecca Corona, Hazmat employee, the chemical containers are <br /> opened and placed upside down in the tote to drain out any residual chemicals onto the cloth. The following <br /> chemical containers were observed inside the opened tote(IMG 8650-2): <br /> -A 16 fl oz bottle of Asssured 50% Isopropyl Alcohol <br /> -A 1 qt bottle of Diversey Crew Clinging Toilet Bowl Cleaner <br /> -A 56 fl oz bottle of LA's Totally Awesome Multi Surface Cleaner <br /> -An 8 fl oz bottle of Lysol Clean &Fresh Toilet Bowl Cleaner <br /> -A bottle of LA's Totally Awesome Carpet Spot&Stain Remover <br /> -Three 16.9 fl oz bottles of Fabuloso multi-use cleaners <br /> -A bottle of Ajax dish soap <br /> -A bottle of Palmolive dish soap <br /> -A bottle of Pine-Sol cleaner <br /> -A 1 qt, 8 oz bottle of Pine Glo cleaner <br /> -An unknown brand extra strength energy drink/shot <br /> According to Sherry and Rebecca, once drained,the empty containers are then transferred to a tote labeled "CA <br /> Cleaned and Empty"(IMG 8654).The empty containers observed in the"CA Cleaned and Empty"tote included, <br /> but were not limited to the following (IMG 8655-60): <br /> -Three bottles of Fabuloso multi-use cleaners <br /> -Two bottles of LA's Totally Awesome All-Purpose Concentrated Cleaner <br /> -A 96 oz bottle of LA's Totally Awesome Bleach <br /> -Two 24 fl oz bottle of Comet Classic Bleach Kitchen Cleaner <br /> -A bottle of Palmolive dish soap <br /> -A bottle of Pine-Sol cleaner <br /> -A bottle of Ajax dish soap <br /> -Two bottles of Kirkland Extra Strength Energy Shot <br /> -A 1 qt bottle of Diversey Crew Clinging Toilet Bowl Cleaner,which was labeled "Danger: Corrsoive"and <br /> "Chemical Hazards: Never Use With Chlorine Products...these can react to give chlorine gas." <br /> On 10/15/2019, the open unlabeled tote contained four 96 fl oz bleach containers and one bottle labeled"Paint <br /> Thinner,which were left open and upside down to drain out the residual chemicals from inside the containers(IMG <br /> 8917-9).There was no longer a cloth at the bottom of the tote, and it was unclear how the cloth observed on <br /> 10/14/2019 had been managed. <br /> REGULATION GUIDANCE: <br /> Incompatible wastes, or incompatible wastes and materials shall not be placed in the same container, unless <br /> section 66265.17(b) is complied with. <br /> (b)Hazardous waste shall not be placed in an unwashed container that previously held an incompatible waste or <br /> material. <br /> FA0013602 PR0539024 SCO01 10/14/2019 <br /> EHD 22-03 Rev.9/20/2019 Page 39 of 48 RCRA Large Quantity Hazardous Waste Generator OIR <br /> 1868 E.
