SANJOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Underground Storage Tank Program Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />GRANT LINE SHELL* <br />2375 W GRANT LINE RD, TRACY <br />May 26, 2021 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />306 <br />HSC 25291(e) Failure to remove, analyze, and properly dispose of water in secondary containment (pre -Jul 2003). <br />OBSERVATION: Liquid was observed in the 87 fill sump (closest to the store), 91 fill sump, Diesel STP sump, UDC <br />21/22. <br />REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it <br />must be removed and disposed of properly. <br />CORRECTIVE ACTION: The service technician removed approximately 3 gallons of liquid from the 87 fill sump, 91 <br />fill sump, diesel STP sump and UDC 21/22. Ensure that all sumps and annular spaces are maintained free of liquid. <br />This is a Class II violation. <br />308 <br />CCR 2632(c), 2634(d), 2636(f) Failure of the leak detection equipment to have an audible and visual alarm. <br />OBSERVATION: The 87 tank (closest to the store) 208 fill sensor, 87 tank (closest to the store) 208 STP B sensor, <br />Diesel STP 208 sensor and UDC 21/22 208 sensor failed to activate an audible and visual alarm when tested to <br />ensure continuous monitoring of the tank system. <br />REGULATION GUIDANCE: All monitoring equipment shall be maintained to activate an audible and visual alarm or <br />stop the flow of product at the dispenser when it detects a leak. <br />CORRECTIVE ACTION: The sensor was replaced and retested during the inspection. <br />This is a Class II violation. <br />310 <br />CCR 2636(f)(4) Failure to meet monitoring requirements in lieu of being tightness tested every 12 months. <br />OBSERVATION: The 87 tank (closest to the store) does not shut -down the pump when a leak is detected and is not <br />fail safe and does not meet the requirements for annual line tightness testing exemption. <br />REGULATION GUIDANCE: All pressurized piping with secondary containment shall be pressure tested at least <br />once every 12 months at a minimum release detection of 0.1 gallons per hour at 150 percent of the normal <br />operating pressure. Continuous monitoring systems that are fail safe and shut down the pump when a leak is <br />detected, or optionally stop the flow of product at the dispenser if the leak is in the under dispenser containment <br />(UDC), shall satisfy the requirement for annual line tightness testing. <br />CORRECTIVE ACTION: Immediately schedule an annual line tightness test and provide 48 hours notification to the <br />EHD. <br />This is a Class II violation. <br />FA0003772 PR0232469 SCO01 05/26/2021 <br />EHD 23-01 Rev. 9/16/2020 Page 9 of 11 Underground Storage Tank Program OIR <br />1868 E.
