SAN JDARIN
Y
Environmental Health Department
Underground Storage Tank Program Inspection Report
Facility Name:
Facility Address:
Date:
GRANT LINE SHELL*
2375 W GRANT LINE RD, TRACY
May 26, 2021
SUMMARY OF VIOLATIONS
(CLASS I, CLASS II, or MINOR - Notice to Comply)
Item #
Remarks
316
CCR 2636, 2643(c)(1), 2666(f) Failure to install a line leak detector.
OBSERVATION: The pressurized piping on the 87 tank closest to the store is not equipped with an automatic line
leak detector.
REGULATION GUIDANCE: Automatic line leak detectors are required to be equipped on underground pressurized
piping systems that carry a hazardous substance.
CORRECTIVE ACTION: Correct immediately by having a properly licensed, trained, and certified contractor install a
leak detector (LG 113-x listed, if applicable) and obtain a permit within one business day from the EHD. If the leak
detector can't be installed immediately, there is a possibility that the 87 tank (closest to the store) UST system may
be red tagged to prevent fuel inputs.
This is a Class I violation.
319
CCR 2635, 2637.2, 2665, 2712 Failure to comply with overfill prevention equipment requirements.
OBSERVATION: The 87, 89, 91, Diesel does not have an overfill prevention system. The tank form lists fill tube
shut-off valve as the sole overfill prevention method, but flappers were not observed on the drop tubes during the
inspection. Prior CERS submittals have reported ball floats as the site's overfill method.
-On 5/12/2020 EHD received an Overfill Prevention Inspection Report dated 5/2/2019. A notification was previously
submitted to EHD. 48-hour notifications are required for testing being conducted on UST systems. A test report was
not observed during the annual inspection. EHD will not accept this testing.
- A permit was approved and emailed to remove ball floats and install overfill prevention equipment in the 87, 89, 91,
and diesel tanks was emailed 2/16/2021 but work on this permit has not yet been conducted.
REGULATION GUIDANCE: All underground storage tanks shall be equipped with an overfill prevention system that
does not allow for manual override and meets one of the following requirements:
1. Alert the transfer operator when the tank is 90 percent full by restricting the flow into the tank or triggering an
audible and visual alarm; or
2. Restrict delivery of flow to the tank at least 30 minutes before the tank overfills, provided the restriction occurs
when the tank is filled to no more than 95 percent of capacity; and activate an audible alarm at least five minutes
before the tank overfills; or
3. Provide positive shut-off of flow to the tank when the tank is filled to no more than 95 percent of capacity; or,
4. Provide positive shut-off of flow to the tank so that none of the fittings located on the top of the tank are
exposed to product due to overfilling.
CORRECTIVE ACTION: Immediately contact a properly licensed, trained, and certified contractor to install an
approved overfill prevention system. Replacement of a mechanical flapper valve requires a permit and inspection
by the EHD. If an external audio/visual alarm is replaced, provide a copy of the service receipt to the EHD. If an
approved overfill prevention system can't be installed immediately, there is a possibility that the 87, 89, 91, Diesel
UST system may be red tagged to prevent fuel inputs.
This is a repeat violation, Class ll.
Overall Inspection Comments:
FA0003772 PR0232469 SCO01 05/26/2021
EHD 23-01 Rev. 9/16/2020 Page 10 of 11 Underground Storage Tank Program OIR
1868 E.
