<br /> EXECUTIVE SUMMARY
<br /> ENGEO conducted a phase I environmental site assessment for the property located along West
<br /> Stewart Road and Paradise Road in Lathrop, California (Property). The Property is approximately
<br /> 2,800 acres in area and is identified by the following Assessor's Parcel Numbers (APNs):

<br /> • 210-400-16
<br /> 0 213-110-01, 213-110-02, 213-110-03
<br /> 0 213-120-01, 213-120-03, 213-120-04, 213-120-05

<br /> The Property has been used for agricultural purposes since at least 1937, with current uses
<br /> including annual row crops such as corn, alfalfa, pumpkins, and other seasonally harvested crops.
<br /> Paradise Road and West Stewart Road cross through the Property, along with several agricultural
<br /> roads. There are several structures on the Property including three residential structures, several
<br /> barns and sheds, and stalls associated with an existing horse ranch. The majority of the Property
<br /> is surrounded by United States Army Corps of Engineers (USACE) levees along Old River and
<br /> Paradise Cut, and new levees have been constructed to their interior.
<br /> This assessment included a review of local, state, tribal, and federal environmental record
<br /> sources, standard historical sources, aerial photographs,fire insurance maps and physical setting
<br /> sources. A reconnaissance of the Property was conducted to review site use and current
<br /> conditions to check for the storage, use, production or disposal of hazardous or potentially
<br /> hazardous materials and interviews with persons knowledgeable about current and past site use.
<br /> The site reconnaissance and records review did not find documentation or physical evidence of
<br /> soil or groundwater impairments associated with the use or past use of the Property. A review of
<br /> regulatory databases maintained by county, state, tribal, and federal agencies found no
<br /> documentation of hazardous materials violations or discharge on the Property and did not identify
<br /> contaminated facilities within the appropriate American Society for Testing and Materials (ASTM)
<br /> search distances that would reasonably be expected to impact the Property.
<br /> Based on the findings of this assessment, no Recognized Environmental Conditions (RECs), no
<br /> historical RECs, and no controlled RECs were identified for the Property.
<br /> Based on the review of regulatory databases and site reconnaissance, we present information on
<br /> features of potential environmental concern that were either contained in the databases or
<br /> observed on the Property. These features were not considered to be RECs. We briefly discuss
<br /> each feature below.
<br /> • The Property has been historically used for agriculture, including as an orchard, and may have
<br /> been impacted by agricultural chemicals.
<br /> • Given the age of the existing structures, there is a potential for asbestos, lead, and termiticide
<br /> impacts around the perimeter of the structures.
