<br /> 1.0 INTRODUCTION
<br /> 1.1 SITE LOCATION AND DESCRIPTION
<br /> ENGEO conducted a phase I environmental site assessment for the Property located along West
<br /> Stewart Road and Paradise Road in Lathrop, California (Figures 1 and 2). The approximately
<br /> 2,800-acre Property is identified as the following APNs (Figure 3):

<br /> 1.2 CURRENT USE OF PROPERTY AND ADJOINING PROPERTIES
<br /> The overall River Islands Project is located on Stewart Tract in the southwestern portion of
<br /> Lathrop, north of the 1-205 and 1-5 interchange(Figure 1). The Phase 2 development plan consists
<br /> of approximately 2,125 acres of planned development and an additional approximately
<br /> 675 additional acres of planned open space within Paradise Cut, and is situated west of the
<br /> interior levees bordering the Phase 1 portion of the project, south of the Old River, northeast of
<br /> Paradise Cut, and north of the Union Pacific Railroad right-of-way. The majority of the Phase 2
<br /> area is currently used for agricultural purposes, including annual row crops such as corn, alfalfa,
<br /> pumpkins, and other seasonally harvested crops. Paradise Road and West Stewart Road cross
<br /> through the Property, along with several agricultural roads. There are several structures on the
<br /> Property, including three residential structures, several barns and sheds, and stalls associated
<br /> with an existing horse ranch.
<br /> In addition, Phase 2 includes approximately 700 additional acres of agricultural land located within
<br /> Paradise Cut. It is our understanding that this land has been designated for agricultural use and
<br /> is not planned for future development.
<br /> The majority of the Phase 2 area is surrounded by United States Army Corps of Engineers
<br /> (USACE) levees along Old River and Paradise Cut, and new levees have been constructed to
<br /> their interior. Construction of the new Phase 2 levees began in June 2019 with the excavation of
<br /> the inspection trench along the entire levee alignment. Construction of the levee prism also began
<br /> in June 2019, and levee construction was completed in November 2019. At the time of this report,
<br /> development improvements to the interior portions of Phase 2 have not begun, which will likely
<br /> include the installation of underground utilities, construction of sidewalks and streets, and general
<br /> grading for future residential and commercial development. We also understand that future
<br /> construction will include medium- to high-density multi-family structures, mixed-use commercial
<br /> development, community parks and associated recreational facilities, as well as future schools.
<br /> Site-specific geotechnical studies may be required for the design of these aspects of the project.
<br /> Land uses on adjoining properties include Old River to the north, agricultural fields to the west
<br /> and south, and the rest of the River Islands development to the northeast.
