Truck Tracking Control and Clean-up
Trucks leaving the facility are inspected for the potential to track material off-site. Harvest
inspects each truck as it is leaving and washes down the tires if needed. In the event that
material is tracked onto Frewert Road, this material is washed with a water truck if it can be
accomplished with limited amount of water. Harvest contracts road sweepers as required to
augment this practice.
Fire Protection
The facility abides by the current California Fire Code and all related standards (CFC 2010,
1908). In addition, The facility operates under the fire protection plan developed with the
cooperation of the Lathrop/Manteca Rural Fire Department.
Fire prevention is incorporated into the daily operation of the facility. The facility is patrolled
three times per day (upon arrival, noon and at the end of the day) as a fire prevention measure.
The pile sizes of stockpiled materials are kept under control, and the temperatures of the
stockpiles and ground material are checked daily. If any materials are burning they are
segregated from the pile and the fire is extinguished.
There is an approved fire extinguisher on each piece of equipment. And, where possible, each
piece of equipment will be equipped with an automatic fire shutdown system. There is a 4,000
gallon water truck on site. The water truck can be refilled by an above ground pipe and spigot
connected to an agricultural well. This spigot can also fill a fire truck directly, or can connect
directly to a fire department hose with an adapter in the case of a fire emergency. The water
volume at this outlet is determined by the Lathrop/Manteca Rural Fire Department to be of
sufficient volume and flow for the facility. A fire lane of 12 feet surrounds the entire facility,
the area for feedstock delivery and processing is an all weather surface, and a road leading to
the spigot is designed with a wider turn around area.
18227.e Emergency Provisions
A description of the proposed emergency provisions for equipment breakdown or
power failure
The composting equipment on site is diesel powered and will not be affected by a power
failure. If there is equipment breakdown that takes more than a couple of days to fix,
equipment will be rented from the local Hertz agency, or by the appropriate equipment dealer
in the case of the compost turner or grinder. If the water pump is not operational, water can
be pumped into the water truck from one of three wells on the Gigli Hay property at 12333 S
Manthey Rd # C Lathrop, CA 95330, approximately 1.5 miles from the property.
18227.f Storage Capacity and Length of Time
12
